Project Manager Wind Development

About the Role

The Project Manager Wind Development leads the execution of assigned wind power projects across all pre-construction stages. The role ensures development activities are delivered on schedule, within budget, and in accordance with technical, regulatory, and commercial requirements.

The position is accountable for managing development milestones, coordinating consultants and contractors, overseeing permitting and land processes, and maintaining structured communication with internal leadership and external stakeholders including PLN and regulatory authorities.

This role plays a critical part in advancing projects toward Final Investment Decision (FID) and construction readiness.

Key Responsibilities

End-to-End Project Execution

Lead assigned wind development projects from feasibility through permitting, commercial structuring, and pre-construction readiness, ensuring alignment with scope, schedule, and budget targets.

Schedule, Budget & Quality Control

Develop and manage integrated development plans covering timelines, cost tracking, risk mitigation, and quality of deliverables. Monitor progress and take corrective actions to maintain project performance.

Stakeholder & Authority Management

Act as primary project interface with PLN, ESDM, regional authorities, landowners, and local stakeholders. Ensure clear communication, alignment, and timely resolution of development issues.

Contractor & Consultant Coordination

Manage development-phase contractors and consultants including wind resource assessment teams, environmental and social consultants, grid study providers, land acquisition teams, and technical advisors. Ensure deliverables meet agreed technical and regulatory standards.

Technical & Grid Study Oversight

Oversee wind resource campaigns (met mast / LiDAR), energy yield studies, environmental impact assessments (AMDAL), and grid interconnection studies to support bankability and regulatory compliance.

Permitting & Land Development Execution

Drive permitting processes and land coordination activities, ensuring all required approvals, licenses, and agreements are secured in accordance with project timelines.

Commercial & Investment Readiness Support

Support preparation for investment approval including development cost control, risk assessments, coordination of inputs for PPA support processes, and readiness documentation for FID.

Governance & Reporting

Provide structured reporting to senior management on milestone progress, budget status, risks, stakeholder matters, and key decision points requiring escalation.

Qualifications

Bachelor's degree in Engineering, Renewable Energy, Infrastructure, or related discipline

Master's degree in Engineering, Energy, or Business Administration is an advantage

PMP or equivalent project management certification preferred

Strong understanding of Indonesia's power sector regulations and permitting framework

Experience

Minimum 1012 years of experience in energy, renewable energy, or infrastructure project development

Demonstrated experience managing project execution with accountability for milestones, budget, and deliverables

Experience in wind energy projects or large-scale power infrastructure development is preferred

Proven exposure to permitting processes, land coordination, and stakeholder engagement in Indonesia

Experience coordinating multidisciplinary consultants and contractors

Familiarity with grid interconnection processes and PLN coordination is an advantage
