A leading manufacturing company is seeking a seasoned and results-driven Project Manager to lead the full lifecycle of a greenfield/brownfield coating plant construction project from feasibility and detailed engineering through procurement, construction, commissioning, and operational handover.
This is a senior leadership role requiring strong technical credibility in chemical plant construction, solid commercial acumen, and the ability to lead multi-disciplinary teams and major contractors.
Key Responsibilities
Project Leadership
- Own end-to-end project delivery (scope, schedule, CAPEX).
- Develop and manage Project Execution Plan (PEP), WBS, budget, and risk register.
- Lead Construction, Process, Equipment, and Procurement teams.
- Establish strong governance, reporting, and change management processes.
- Act as primary escalation point to senior management and steering committee.
Schedule & Cost Control
- Manage integrated master schedule (Primavera / MS Project).
- Monitor critical path and implement recovery plans when required.
- Own and control total CAPEX budget.
- Review major expenditures, variations, and contractor claims.
- Drive value engineering initiatives while maintaining compliance and safety.
Regulatory & Contract Management (Indonesia)
- Lead permitting processes (OSS-RBA, AMDAL/UKL-UPL, PBG, KKPR, hazardous permits).
- Ensure compliance with TKDN, K3, and Indonesian regulations.
- Manage EPC/EPCC contracts and contractor performance.
- Maintain strong relationships with regulators and stakeholders.
Engineering, HSE & Commissioning
- Provide multi-discipline technical oversight.
- Ensure HAZOP, SIL, and MOC compliance.
- Lead commissioning, start-up, and structured handover to Operations.
- Drive a zero-harm HSE culture on site.
Requirements
- S1 in Chemical, Mechanical, or Civil Engineering.
- Minimum 10 years experience leading chemical/process plant projects in Indonesia.
- Proven track record delivering greenfield/brownfield projects from FEED to handover.
- Strong knowledge of Indonesian regulatory framework.
- Experience managing EPC/EPCC contracts and multi-million USD CAPEX.
- Fluent in english, mandarin is a plus.
- Strong leadership and stakeholder management capability.
