Program Background

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia's human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia's assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda.

Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The program's long-term goal will be guided by four end of program outcomes (EOPOs):

  • Primary health care policy and governance national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
  • Primary health services selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups.
  • Health system enablers national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
  • Health security national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The Role

Reporting to the Operations Manager, the Procurement & Grants Coordinator will be responsible for coordinating KITA SEHAT procurement, partner organisation contracts, and grants. The role will ensure all procurement, contracting, and grants comply with the Commonwealth Procurement Rules (CPR), the Commonwealth Grants Rules and Principles (CGRP), the KITA SEHAT Operations Manual, Grants Manual, and other relevant policies and procedures. Another key aspect of the role will be to support and report on all areas of KITA SEHAT procurement activities and its subcontractor and grants portfolio, including performance tracking, financial reporting, compliance monitoring, and ensuring the timely delivery of subcontractor and grantee outputs, milestones, and contractual obligations.

About You

Roles and Responsibilities

Key roles and responsibilities of the position are to provide the following:

Procurement and Grants Management

  • Under the guidance of the Operations Manager, manage KITA SEHAT procurement and grants processes in accordance with Commonwealth Procurement Rules (CPR) and the Commonwealth Grants Rules and Principles (CGRPs) and ensure donor requirements are met and reflected in sub-contracts, vendor agreements, grant contracts, and other contractual arrangements, and that they represent value for money.
  • Work closely with Program Leads and Managers in preparing and managing agreements with grantees, and in planning and managing required procurements and subsequent contracting.
  • Work closely with Program Leads and Managers in managing grant and sub-contractor completion, extension, agreement variation, and/or renewal.
  • Maintain a register of preferred suppliers, ensuring ongoing performance monitoring and compliance with DFAT standards.
  • In consultation with the Operations Manager, provide input to the KITA SEHAT procurement and grants guidelines and provide suggestions for updates as necessary.
  • With support from the Operations Manager, lead procurement and grants processes including procurement and subcontractor/grant selection process preparation, and work with the KITA SEHAT Finance Manager in reviewing financial proposals/budgets, undertaking budget negotiation as necessary, conducting due diligence processes, preparing draft sub-contractor/grant agreements, conducting inductions for sub-contractors or grantees before program implementation, and monitoring expenditure of sub-contracts/grants.
  • Undertake capacity building of KITA SEHAT partners, particularly in reporting, financial management, and fraud prevention and reporting, as well as understanding on grants/contractual obligations and donor compliance.
  • In consultation with the Program team and Operations Manager, assist with drafting Scopes of Service, Basis of Payment, and ensuring other contractual/grants requirements are consistent with program goals and needs.
  • Ensure efficient utilisation of funds provided to grantees, avoidance of unnecessary costs and good management of any related liabilities through appropriate documentation of grant expenses, including ensuring grantees have effective internal controls, and timely responses to external or internal audits and other reviews.
  • Work with finance team to review budget and approve payments.
  • Support the Operations Manager to undertake activities to ensure donor compliance is achieved including audit support, spot checks, and on-site verification and data quality via field visits (if required).
  • Provide day-to-day technical support on procurement administration, including coaching and mentoring, and assist program staff ensure compliance with policies and procedures.
  • Any other duties as reasonably requested by the Operations Manager, Operations Lead, or Team Leader.

Record Management


  • Monitor and maintain records on all contracted providers, grantees, and subcontractors across KITA SEHAT including planned procurements and grants, and ensure all grants and contracts are recorded accurately to support forecast, budget tracking and reporting.
  • Monitor grant and subcontractor payments based on agreed schedules and ensure the deliverable requirements are completed and recorded on SharePoint/ MIS.
  • Review grantee financial reports and archive documents on SharePoint.

Selection Criteria


Essential Experience And Knowledge

  • Relevant tertiary qualifications in business administration, supply chain management, or a related field.
  • 7 or more years of relevant experience working on procurement and grants management in a donor funded program in Indonesia, including a strong knowledge of the process for competitive tendering, evaluation, and complex contracting within a donor funded environment.
  • Demonstrated ability to develop and maintain effective working relationships with partner organisations and various stakeholders, including government institutions, civil society organisations and private sector organisations.
  • Skilled in writing requests for tender/proposals including ability to develop selection criteria and submission requirements for competitive procurement process.
  • Strong administrative, communication, priority management, and analytical skills.
  • Strong understanding and experience in contract management best practice.
  • Experience mentoring and training others in the field of procurement and contract management.
  • Has good understanding of taxation in Indonesia.
  • Fluent in English and Bahasa Indonesia, written and verbal, is a must.

Desirable


  • Experience working on procurement and grants on DFAT funded programs is highly desirable.
  • Demonstrated understanding of the Commonwealth Procurement Rules, Commonwealth Grants Rules and Principles (CGRPs) and Value for Money principles.
  • Experience in developing procurement policies and procedures.
