Job Description

Position Summary

The Procurement & Quantity Surveyor (QS) is responsible for overseeing both procurement and cost management aspects of projects. This role ensures timely sourcing of materials, services, and contractors while maintaining strict cost control, contract compliance, and project budget efficiency. The position requires close collaboration with project managers, engineers, vendors, and contractors to deliver projects on time, within budget, and to required quality standards.

Key Responsibilities

Procurement Duties

  • Develop procurement strategies aligned with project requirements.
  • Prepare and manage RFQs, RFPs, and tender processes.
  • Source, evaluate, and negotiate with suppliers, vendors, and subcontractors.
  • Finalize purchase orders and contracts in line with company policies.
  • Monitor supplier performance, delivery schedules, and compliance with specifications.
  • Maintain accurate procurement documentation and records.

Quantity Surveying Duties

  • Prepare and review cost estimates, BOQs, and project budgets.
  • Manage tender documentation and evaluate contractor/subcontractor bids.
  • Monitor project costs, cash flow, and financial forecasts.
  • Assess variations, change orders, and provide cost advice to stakeholders.
  • Conduct site visits to validate progress and verify contractor claims.
  • Prepare interim payment certificates and final account settlements.
  • Ensure compliance with contractual terms, regulations, and quality standards.

Qualifications

  • Bachelors degree in Quantity Surveying, Supply Chain, Civil Engineering, or related field.
  • 37 years of combined experience in procurement and QS roles (construction/project environment preferred).
  • Strong knowledge of procurement processes, cost management, and contracts (FIDIC/JCT or equivalent).
  • Proficiency in QS software (CostX, Candy, Excel, AutoCAD) and ERP/procurement systems (SAP, Oracle, Ariba).
  • Excellent negotiation, analytical, and problem-solving skills.
  • Strong stakeholder management and communication abilities.
  • Detail-oriented, organized, and able to work under pressure to meet deadlines.
