Call for Country Lead Consultants Urban Food Systems Evaluation

We are assembling a team for an independent evaluation of a global programme focused on sustainable food systems. The evaluation will examine how locally led coalitions and initiatives influence governance, narratives, climate-resilient practices, and economic opportunities for youth and women across several countries.

We are seeking Country Lead Consultants to lead city-level case studies. Consultants must be based in one of the countries and willing to travel to the cities for data collection:

• Colombia: Cali, Medelln
• Ecuador: Manab (MANPANOR), QuitoChoc Andino
• Indonesia: Bandung, West Manggarai
• Zambia: Kitwe, Chongwe
• Zimbabwe: Bulawayo, Mutare

Role and responsibilities

Country Leads will lead a city-level case study as part of a wider mixed-methods evaluation. Responsibilities will include:

• Leading the city case study design and implementation
• Coordinating and mentoring youth contributors involved in data collection
• Conducting key informant interviews and focus group discussions
• Facilitating local workshops or sense-making sessions
• Managing fieldwork logistics and stakeholder engagement
• Supporting analysis
• Preparing a case study report

Indicative timeline: October 2026-February 2027

Priority skills and experience

We are particularly interested in consultants who bring:

• Strong understanding of urban food systems and governance
• Excellent facilitation, interviewing, and qualitative research skills
• Strong analysis and writing skills (evaluation background welcome but not essential)
• Experience working with youth, gender equality, or marginalized groups
• Relevant local language skills and experience working in the country context
