Job Description

We are looking for a Senior Process Safety Lead to drive safety excellence across all phases of PT ESM's SAF Project. This position is responsible for overseeing Process Safety Engineering, Process Safety Management (PSM), and Risk Management from technology selection through FEED, EPC, commissioning, start-up, and operational handover. Post-completion, the role ensures implementation of OSHA-based PSM, establishes process safety standards, and maintains HSE compliance for ongoing plant operations.

Administrative reporting: HSE Manager

Functional reporting: Head of Process

Location: ESM Head Office, Jakarta Selatan & Site Plant

Job Requirements

  • Bachelor's degree in chemical engineering
  • Minimum 15 years of experience in Refinery, Petrochemical, or Oil & Gas sectors
  • Minimum 10 years in a senior/lead Process Safety role
  • Strong knowledge of HAZOP, HAZID, LOPA, SIL, QRA and Risk Assessment methods
  • Demonstrated experience in implementing OSHA-based PSM systems
  • Process engineering and Operations of Refining and Petrochemicals
  • Deep knowledge in World Standards and best practices for Process Safety
  • Strong communication, leadership, and problem-solving skills

Desirable:

  • Chartered Safety Engineer or equivalent
  • Experience managing safety in greenfield projects
  • Familiarity with fire protection systems and emergency response planning
  • NEBOSH, CSP, CCPS, CRE, or CFSE certification

Job Responsibilities

  • Land Plot Safety Assessment; Support land plot selection using global HSE standards to ensure safe site suitability for refinery and petrochemical operations.
  • Licensor Document Review; Lead the review of Licensor HSE documentation during technology selection to identify safety-critical gaps for FEED/EPC.
  • HAZID/HAZOP Evaluation; Identify potential process and equipment hazards; participate in early-phase HAZOP/HAZID based on PFDs and basic engineering data.
  • Leverage Lessons Learned; Ensure integration of lessons from ESSA and global projects into FEED/EPC to mitigate recurring safety risks.
  • HSE Standards Development; Define and lead the review of HSE-related standards, procedures, and documents developed by FEED/EPC contractors.
  • Technical Safety Reviews: Participate in P&ID/PFD, QRA, HAZOP, 3D models, and SIL reviews; ensure alignment with plant layout and occupied building strategies.
  • Inherently Safe Design; Drive inherently safe design principles across all phases, ensuring risk minimization through engineering controls.
  • Fire & Emergency Systems; Review fire detection, explosion protection, and emergency response plans from FEED/EPC contractors for adequacy and compliance.
  • Safety Procedures & Deliverables; Oversee the development and review of safety procedures and risk assessments; ensure completeness of contractor HSE deliverables.
  • Pre-Startup Safety & MoC; Lead and participate in Pre-Startup Safety Reviews (PSSR); ensure proper implementation of LOTO, MoC, and safety-critical systems.
  • Operational Readiness & Continuous Improvement; post-commissioning, implement OSHA-based PSM, lead incident investigations, conduct audits, and continuously improve safety systems.
  • Organizational Safety Leadership: Champion process safety culture, coach cross-functional teams, lead training, track safety KPIs, and ensure alignment with ESSA's strategic goals and regulatory obligations.
