Job Summary
The Senior Quantity Surveyor (QS) is responsible for managing all cost and contract management aspects of property development projects, from initial feasibility to final account. This role ensures cost efficiency, proper procurement process, and accurate valuation of work throughout all project phases.
The position involves close coordination with design, procurement, finance, and construction teams to achieve project objectives within budget, timeline, and quality requirements. The Senior QS also supports management with financial reporting, cost control, and commercial advice across both Hospitality and Development divisions.
Key Responsibilities
Cost Estimation & Budgeting:
- Prepare preliminary cost estimates, budgets, and cost plans for new and ongoing projects.
- Review design drawings and provide cost advice during concept and detailed design stages.
- Evaluate material specifications, quantities, and construction methodologies to optimize cost efficiency.
- Support feasibility studies and ROI simulations for project investments.
Tendering & Procurement:
- Prepare and issue Bills of Quantities (BOQ), tender documents, and technical specifications.
- Evaluate tender submissions, quotations, and proposals from contractors and suppliers.
- Participate in tender clarification meetings and prepare recommendations for award.
- Support the preparation and review of contracts, work orders, and agreements.
Cost Control & Valuation
- Monitor and track project costs against budget, identifying potential cost overruns.
- Review and verify progress claims, variation orders (VOs), and change requests.
- Conduct site valuations, quantity take-offs, and cost reporting.
- Coordinate with the finance department to ensure proper cost allocation and reporting.
- Maintain cost databases and pricing benchmarks for future projects.
Contract Administration
- Manage contract correspondence, change control, and documentation.
- Assist in resolving contractual and commercial disputes with contractors and vendors.
- Prepare interim valuations, final accounts, and contract closure documents.
- Ensure compliance with company policies, legal requirements, and best commercial practices.
Coordination & Reporting
- Liaise with design, project, and site teams to ensure cost implications are identified and controlled.
- Provide regular cost reports, forecasts, and financial updates to management
- Support senior management in project budgeting, cash flow forecasting, and decision-making.
Qualifications & Requirements
Education: Bachelor's Degree in Quantity Surveying, Civil Engineering, or Construction Management.
Experience:
- Minimum 7–10 years of professional experience in quantity surveying or cost control, preferably in property development, construction, or hospitality projects.
- Strong background in tendering, cost planning, and contract administration.
- Experience with both pre- and post-contract stages of project development.
Technical Skills:
- Proficient in quantity surveying software (e.g., CostX, BuildSoft, or similar).
- Excellent knowledge of construction materials, methods, and cost structures.
- Familiarity with FIDIC or Indonesian Standard Contracts.
- Strong understanding of PSAK & project budgeting principles.
- Advanced skills in Microsoft Excel and Project.

- Leadership capability to guide and mentor junior QS staff.
- Organized, proactive, and results-oriented with commercial awareness.
Language:
Fluent in Bahasa Indonesia and English (spoken and written).
