Role Overview
IDinsight is seeking a Qualitative Researcher to support the qualitative data collection phase of the JKN Diagnostic Study. This is a short-term, deliverable-based consultancy contract focused on fieldwork in April 2026. The Qualitative Researcher will conduct semi-structured interviews with health system stakeholders, manage interview scheduling and stakeholder engagement, and maintain high standards of documentation and data quality throughout the fieldwork period.
This role is well-suited to a researcher with demonstrated qualitative research experience and the professional credibility to engage government officials, health facility staff, and BPJS Kesehatan representatives. The Qualitative Researcher will work closely with and report to IDinsight's core research team.
Key Responsibilities
1. Qualitative Data Collection
- Conduct semi-structured interviews with health system stakeholders, including staff at hospitals (FKRTL) and puskesmas (FKTP), patients, Dinas Kesehatan officials, and BPJS Kesehatan representatives.
- Follow the study's qualitative interview guides and protocols with fidelity, ensuring consistency and rigor across all interviews.
- Obtain informed consent from all respondents in accordance with the study's ethical research protocols.
- Apply professional judgment to probe and clarify responses during interviews in ways that yield substantive, policy-relevant insights.
2. Interview Scheduling and Stakeholder Engagement
- Coordinate with target institutions to arrange and confirm interview appointments within the fieldwork timeline.
- Communicate professionally with government counterparts, health facilities, and BPJS Kesehatan representatives to facilitate access and cooperation.
- Maintain a current and accurate interview schedule, proactively managing rescheduling and logistical contingencies as they arise.
- Represent IDinsight and ADB's research mandate with professionalism and cultural sensitivity in all stakeholder interactions.
3. Documentation and Data Quality
- Take detailed, structured interview notes during and immediately following each interview, capturing key themes, direct observations, and notable quotes.
- Support transcription or organization of interview records where required by the research team.
- Maintain accurate and up-to-date records of respondent information, interview status, and completion across the fieldwork period.
- Flag data quality concerns or inconsistencies to the core research team in a timely manner.
4. Coordination with Research Team
- Provide regular fieldwork progress updates to the IDinsight research team, including on interview completion rates and emerging access challenges.
- Raise any issues related to respondent engagement, protocol adherence, or safety concerns promptly with the team lead.
- Participate actively in fieldwork debrief sessions, contributing observations and analytical insights from the field.
Deliverables
The Qualitative Researcher will be responsible for the following deliverables within the agreed fieldwork period:
- Completion of the full set of scheduled qualitative interviews across target stakeholder groups and locations.
- Submission of structured interview notes or transcripts for each completed interview, in the format specified by the research team.
- A respondent tracking sheet documenting all completed interviews, including respondent type, institution, date, and location.
- Participation in a fieldwork debrief session with the IDinsight research team upon conclusion of data collection.

Required Qualifications
- Demonstrated experience conducting qualitative research, including semi-structured interviews, key informant interviews (KIIs), and/or focus group discussions (FGDs).
- Degree in public health, social sciences, public policy, development studies, or a related field.
- Strong interviewing skills, including the ability to establish rapport, probe effectively, and manage sensitive conversations with diverse respondents.
- Proficiency in qualitative note-taking and documentation, with close attention to accuracy and detail.
- Demonstrated ability to engage professionally with government officials, institutional representatives, and community-level respondents.
- Fluency in Bahasa Indonesia (spoken and written); basic English proficiency for coordination with the IDinsight team.
- Ability to work independently with limited supervision while maintaining clear communication with the research team.
Preferred Qualifications
- Familiarity with Indonesia's health system, including the structure and operations of puskesmas, hospitals, Dinas Kesehatan, and BPJS Kesehatan.
- Prior experience working on JKN, health financing, or related health policy research.
- Experience conducting research in policy or development contexts, including engagement with government counterparts.
- Familiarity with ethical research standards and protocols, including informed consent procedures.
- Experience working with international research organizations or development sector clients.
