A leading manufacturing company is looking for an experienced Procurement Engineer with strong commercial and technical understanding of the paint and coating industry.
Key Responsibilities
CAPEX Procurement
- Manage end-to-end CAPEX procurement (RFQ/RFP, vendor evaluation, negotiation, PO issuance, delivery tracking).
- Review technical specifications before tender.
- Conduct bid comparison analysis and recommend suppliers.
- Coordinate contract reviews with Engineering, Finance, and Legal.
- Monitor procurement spending against approved budgets.
Operational Procurement
- Manage purchasing of raw materials (resins, pigments, solvents, additives), MRO supplies, spare parts, and plant services.
- Coordinate with Warehouse and PPIC to maintain optimal inventory levels.
- Conduct supplier benchmarking and market analysis.
- Manage supplier performance and maintain Approved Vendor List.
- Ensure procurement compliance with company policies and regulations.
Requirements
- S1 in Chemical Engineering, Industrial Engineering, Chemistry, or related field.
- 57 years procurement experience in paint, coating, or specialty chemical industry.
- Strong knowledge of coating raw materials and production equipment markets.
- Experience in CAPEX and MRO procurement.
- Strong negotiation and cost analysis skills.
- Familiar with ERP systems (SAP preferred).
- Fluent in English; Mandarin proficiency is a plus.
