About This Role

The Officer II, Program - Youth is responsible for planning, implementing, and coordinating youth engagement strategies across ChildFund Indonesias programs. This role focuses on empowering youth to take active roles in health, education, child protection, livelihoods, and climate action initiatives. The Officer II, Program - Youth will work with youth groups, schools, community partners, and local government to foster youth leadership, civic participation, and social innovation aligned with ChildFunds mission.

In addition, the incumbent responsible for the provision of technical guidance continuous monitoring and evaluation as well as for the conduct of regular reviews of youth related programs implemented directly or through partners.

Officer II, Program - Youth is expected to work closely with Youth Forum and Local Partner organizations, and facilitate for the conduct of regular coordination and reviews and performance assessments of Indonesia Youth Advisory (IYA)

Required Experience And Education

  • Bachelors or higher-level degree required.
  • At least 4+ years experience in area of development sector and youth related programs in particular.

Primary Responsibilities

Program Design

  • Develop and share youth sector related guidelines, standards and other necessary instructions as applicable with country office staff and Local Partners
  • Support and engage in organizational initiatives and processes of the country office including CSP, AOP and LP strategy
  • Technical support for local adaptation of program models using program design tools that enable the implementation of program models with clear and consistent quality standards across all life stages, inclusive of child agency and participation.
  • Support the Country Strategic Plan (CSP) process; provide technical expertise on concept papers, program pipelines and proposal development related to Youth Development and Participation
  • Contribute to the development and design of youth-focused program strategies and interventions that align with ChildFund Indonesias goals and donor requirements.
  • Engage youth and community stakeholders in participatory planning processes to ensure programs meet local needs and priorities.
  • Support integration of youth empowerment principles across thematic areas such as health, education, climate action, and child protection.

Program Management and Implementation

  • Coordinate day-to-day management of youth engagement activities and projects, ensuring timely delivery and quality outcomes.
  • Collaborate closely with field teams, partners, and youth groups to facilitate smooth program implementation.
  • Monitor progress, identify risks and challenges, and propose adaptive actions to optimize program impact.

Grant Acquisition and Management

  • Support proposal development by providing technical inputs on youth engagement components for donor applications and concept notes.
  • Assist in budget planning and financial tracking related to youth program activities.
  • Ensure compliance with donor requirements, reporting deadlines, and grant management protocols.

Research and Innovation

  • Promote and participate in research activities to understand youth needs, trends, and best practices in youth mobilization and empowerment.
  • Facilitate pilot projects and innovative approaches that encourage youth leadership, digital engagement, and social entrepreneurship.
  • Document lessons learned and support scaling successful youth interventions.

Visibility and Representation

  • Develop youth-centered communication materials and success stories to showcase program achievements and amplify youth voices.
  • Represent ChildFund Indonesia in youth forums, advocacy platforms, and multi-stakeholder networks at local, national, and regional levels.
  • Foster relationships with media, government, and partners to increase visibility and support for youth initiatives.
  • Help promote ChildFunds learning network of practitioners that can serve as a capacity building resource and facilitate the sharing of information.
  • Coordinate and engage with communications and knowledge management team towards designing and implementing thematic related communication materials such as preparing consolidated reports, case studies, success stories, project outcome documents for dissemination and publication, campaigns, etc.
  • Support communications unit in preparing capacity statements. specific brochures. success stories, magazines or any other programmatic documents related to the Youth Development and Participation.

Knowledge Management and Learning

  • Capture, organize, and share knowledge and best practices related to youth engagement within ChildFund Indonesia and with external partners.
  • Facilitate learning sessions, workshops, and communities of practice to enhance program quality and staff capacity.
  • Support continuous improvement by integrating learning into program design and implementation.
  • Develop learning and knowledge products in the area of technical expertise that meet standards and enable organization-wide learning and sharing by documenting approaches, project and program designs and lessons, case studies and other knowledge products. Seek and leverage existing knowledge products in order to increase efficiency and effectiveness.
  • Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

  • Knowledge of participatory community development approaches.
  • Be gender sensitive with strong conviction and skills for the empowerment of excluded and disadvantaged children.
  • Demonstrated ability to build, develop and foster relationships internally and externally.
  • Demonstrated ability to represent and interact with donors, government officials, international organizations and NGO representatives.
  • Outstanding written and oral English communication skills.
