Job Description

As an integral part of the Occupational Health & Safety (OH&S) team, the Country Occupational Health & Safety Manager assumes a leadership position, spearheading Kimberly-Clark's (K-C) commitment to Better Care for a Better World. This role provides strategic leadership specifically for OH&S programs and systems, focusing on the company's moderately complex locations and requires a strong sense of mission by someone who is passionate about pursuing excellence in OH&S. The primary objective is to ensure strategic alignment with K-C OH&S Standards and compliance with local legal requirements.

Through influence without authority and/or direct reporting relationships, the position works collaboratively to identify and direct appropriate process and systems that elevate and align site program maturity, effectively manage risks, and deliver continuous improvement in OH&S results across the sites in the country. The Country Manager, Occupational Health & Safety, will have local plant staff to assist in delivering on accountabilities and typically report to the Sub-Segment Manager.

Key Responsibilities:

  • Legal Compliance Management: Interpret, understand, and continuously monitor/manage changing implications of relevant legal requirements applicable to site activities and operations.
  • Complex Risk Assessment: Able to identify and understand complex occupational health and safety hazards, assess associated risks, and implement effective controls. Also, able to develop similar skills and capabilities in others.
  • Subject Matter Expertise: Stay skilled in pertinent occupational health and safety subjects, particularly those covered by K-C OH&S Performance Standards and linked to operation-specific risks.
  • Leadership in Incident Management: Participate in occupational health and safety incident investigations and conduct causal analyses, using appropriate tools, while building similar skills and capabilities in others.
  • Training Development and Delivery: Develop, deliver, and train others across a broad spectrum of OH&S topics relevant to moderately complex operations.
  • Operating System Assessments: Conduct routine checks/self-assessments of the site's occupational health and safety program maturity and performance in moderately complex operations. Ability to align and coordinate processes and performance across multiple sites.
  • Leadership Skills: Demonstrate relevant leadership skills related to accountability, positive role modeling, and commitment as per the Leadership Curriculum. Develop and mentor OH&S team professional capabilities and skills to enhance OH&S organization.
  • Technological Acumen: Leverage data and digital systems/platforms to improve decision-making and problem-solving. Address technological advancements, such as automation, as relevant to tasks/duties of the role.
  • Project Management and Change Management: Exhibit capabilities in project management and managing change effectively.
  • Lean Mindset and Collaboration: Role model a lean mindset, emphasizing continuous improvement and value to the customer. Embrace a go to where the work happens attitude. Demonstrate strong collaboration and relationship-building skills.
  • Manufacturing Planning/Execution/Capital Allocation: Possess familiarity with manufacturing planning, execution, and capital allocation processes.
  • Problem Solving Skills: Adhere strictly to principles and safety boundaries, while demonstrating flexibility in problem-solving within these constraints.

Essential Accountabilities:

  1. Compliance Assurance: Ensure the site's compliance with K-C and regulatory controls and requirements related to occupational health and safety matters, including communication with local regulators.
  2. OH&S Management System: Act as the functional owner and facilitate the implementation of the occupational health and safety components within the site's OH&S Management System.
  3. Risk Management: a. Expert in high-risk assessment & control (machinery safety, fire/protection, explosion prevention, warehouse/vehicle safety), capable of specific risk evaluations and formulating corrective measures to acceptable risk levels; b. Identify occupational health hazards, emerging requirements, etc., and verify that they are managed to acceptable levels of risk or impact.
  4. Objective Setting: Define the occupational health and safety objectives for the site, in line with Global strategy, and assess the effectiveness of performance.
  5. Program Maturity: Lead the plant's initiatives to improve the maturity of the occupational health and safety programs.
  6. Global and Regional Strategies: Effectively implement Global and Segment occupational health and safety strategies.
  7. Event Investigations: Assist in occupational health and safety event investigations to ensure thorough root cause evaluations and verify the effective implementation of corrective/preventative actions.
  8. Training and Orientation: a. Ensure all employees undergo appropriate occupational health and safety orientation and training programs; b. Experience in safety competency and culture development, with gap identification, lead training, and awareness enhancement programs
  9. Contractor Compliance: Ensure adherence of contractors to relevant K-C standards and OH&S requirements.
  10. Data Analysis and Reporting: a.Utilize digital systems/platforms to conduct analysis of occupational health and safety data; b. Provide insights and recommend improvement actions based on data analysis.
  11. Emergency Response Support: Support Health Services and emergency response efforts.

Requirements:

  • Bachelor's degree in safety, occupational health, industrial hygiene, or a related field.
  • 7 years of experience in safety, occupational health and industrial hygiene management within a manufacturing environment, with a focus on legal compliance, risk management, and adherence to company standards.
  • Qualifications required by local regulatory authorities if any.
  • At least 2 years of experience in a leadership, management, or supervisory role.
  • Strong communications, interpersonal skills with ability to engage at all levels of the organization.
  • Ability to influence behaviors/outcomes w/o direct authority.
  • Willing to be place in West Karawang
