SCOPE OF WORK

Position: Kader Academy Scale & Engagement (Consultant)

Program: Kader Academy 1000 Days Fund

Job type : Remote

Contract Type: Fixed-term / Consultant

Reporting Line: COO / Implementation Director

A. Background

The 1000 Days Fund (TDF) implements evidence-based interventions to prevent stunting and improve maternal and child nutrition outcomes in Indonesia. A core pillar of TDF's strategy is the professionalization and scaling of Community Health Workers (CHWs) through Kader Academy (KA), a blended learning program combining digital training, government collaboration, and community-based engagement.

B. Objective of the Assignment

The objective of this assignment is to support the scaling, delivery, and engagement of Kader Academy to contribute to the annual target of 50,000 CHWs trained.

Scope of Work

1.Scale Strategy Development

Within the first 15 calendar days of the contract, develop a Kader Academy Scale Plan aligned with the annual target of 50,000 CHWs trained, including monthly targets and monitoring tools.

Deliverable: Approved scale plan and monitoring framework.

2.Digital Training Delivery

Support digital outreach and social media promotion to enable at least 2,000 CHWs trained per month through online channels.

Deliverable: Monthly digital training performance summary.

3.Government Outreach

Coordinate with BKKBN, District Health Offices (Dinkes), and Provincial Health Offices to support the training of at least 6,500 CHWs per quarter.

Deliverable: Quarterly government outreach and training summary.

4.Community Management

Engage and manage the existing Kader Academy community to support learning participation, retention, and sustained engagement.

Deliverable: Monthly community engagement summary.

4. Requirement

  • Bachelor's degree or equivalent, preferably in Public Health, Management, Social Sciences, Education, Communication, or related fields.
  • Minimum 12 years of experience in project management, program coordination, or training implementation, preferably in health, community development, or NGO settings.
  • Proven experience in developing scale-up or implementation plans, including setting targets, timelines, and monitoring frameworks.
  • Experience in managing and delivering digital or online training programs, including coordination of virtual learning activities and tracking participant performance.
  • Familiarity with social media outreach, digital campaigns, or online community platforms to support training participation and engagement.
  • Experience coordinating with government stakeholders, such as District or Provincial Health Offices, BKKBN, or similar public institutions.
  • Strong community management skills, including participant engagement, retention strategies, and facilitation of learning communities.
  • Ability to compile and analyze program data and prepare monthly and quarterly performance reports.
  • Strong communication, coordination, and stakeholder management skills.
  • Ability to work independently, manage multiple workstreams, and meet tight timelines.
  • Able to undertake extended inter-city business travel and collaborate effectively with government stakeholders, community organizations, academic institutions, and local cadres.
