Job Description

Our client, a growing industrial estate management company, is looking for an experienced Head of HRGA to lead and establish the HR function as the organization enters its development and operational phase.

This role is ideal for an HR leader who is comfortable working in a greenfield / establishment environment and has the capability to build HR systems, policies, and organizational structures from the ground up while ensuring strong compliance and employee relations.

Key Responsibilities

  • Lead the overall HR & GA function, including organization development, manpower planning, recruitment, employee relations, performance management, training & development, and HR administration.
  • Build and implement HR policies, systems, and SOPs from the ground up.
  • Develop the organization structure and manpower plan aligned with the company's growth and development stages.
  • Establish HR administration systems and employee databases.
  • Lead the preparation and implementation of Company Regulations (Peraturan Perusahaan) in compliance with Indonesian manpower regulations.
  • Manage Industrial Relations and employee/labor union matters.
  • Establish and strengthen a professional, disciplined, and service-oriented work culture.
  • Lead Training Needs Analysis (TNA), competency development, and Performance Management initiatives.
  • Provide strategic HR advice and support to management on people and organizational matters.
  • Monitor and analyze key HR metrics, including manpower, turnover, absenteeism, and labor costs.
  • Ensure proper and compliant employment documentation and HR practices.

Requirements

  • Bachelor's degree in any relevant field.
  • Minimum 5 years of HR experience, with solid experience in an HR Manager / HR Generalist leadership role.
  • Proven track record in building HR systems and processes from the ground up.
  • Strong understanding of Indonesian manpower regulations and Industrial Relations.
  • Experience handling labor union matters is preferred.
  • Previous experience in an industrial estate, property, manufacturing, or similar operational environment will be an advantage.
  • Comfortable working in a greenfield / startup / establishment-phase organization.
  • Strong English communication skills.
  • Strong leadership, stakeholder management, problem-solving, and decision-making skills.
  • Hands-on, structured, firm, and adaptable with a strong sense of ownership.
