Job Description

We are seeking an experienced Utility & Infrastructure Manager to lead the planning, operation, reliability, and commercial management of utility services across our industrial estate. This role plays a critical part in ensuring the safe, efficient, and sustainable delivery of electricity, water, gas, and related utilities that support tenant operations and long-term estate development.
Key Responsibilities
- Develop utility master plans, demand forecasts, capacity studies, and infrastructure expansion programs to support estate growth.
- Manage the availability, reliability, and performance of electricity, water, gas, and utility distribution networks across the estate.
- Coordinate with utility providers, government authorities, and relevant stakeholders to secure sufficient capacity and service continuity.
- Oversee tenant utility requirements, connections, metering, capacity allocation, and commissioning processes.
- Ensure continuous utility operations through effective maintenance programs, performance monitoring, and contingency planning.
- Monitor utility consumption, load profiles, service quality, downtime, and operational KPIs to optimize system performance.
- Lead utility data management, metering accuracy, reporting, and digitalization initiatives, including smart utility solutions and dashboards.
- Manage utility tariffs, billing accuracy, revenue performance, operating costs, and infrastructure investment planning in collaboration with commercial and finance teams.
- Develop and manage annual OPEX and CAPEX budgets while identifying opportunities for cost optimization and operational efficiency.
- Manage utility suppliers, contractors, and service providers, ensuring compliance with contractual obligations, service levels, and performance standards.
- Ensure compliance with applicable safety, environmental, technical, and regulatory requirements, while maintaining business continuity and emergency response plans.
- Drive sustainability initiatives, including energy efficiency, water conservation, renewable energy, resource optimization, and Smart & Eco-Industrial Park programs.
- Act as the primary point of contact for utility-related tenant matters, ensuring high service standards, effective communication, and timely resolution of issues.
Qualifications
- Bachelor's degree in Electrical, Mechanical, Civil, Industrial, or related Engineering discipline.
- Minimum 8 years of experience in utility operations, infrastructure management, industrial estates, power, water, gas, or related sectors.
- Strong knowledge of utility planning, distribution systems, asset management, maintenance, and regulatory compliance.
- Experience managing utility budgets, contracts, commercial arrangements, and stakeholder relationships.
- Proven leadership, project management, analytical, and problem-solving capabilities.
- Excellent communication and stakeholder management skills.
