The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
The ICRC Regional Delegation for Indonesia and Timor-Leste seeks to fill the following position:
Sub-Regional Logistics Manager
(Resident position, Jakarta-based)
ROLE PURPOSES
Sub-Regional Logistics Manager, based in Jakarta, is responsible for coordinating, leading, and overseeing for all logistics activities within the countries and providing operational support to Jakarta Regional Delegation at 60%, Suva Regional Delegation at 20%, and Tokyo Delegation at 20%, assigned under the mutualization concept.
S/he ensures that logistics systems are in place and operational and provides technical and operational support in accordance with ICRC logistics standards. S/he ensures appropriate planning and effective use of resources in the country and serves as the main link between logistics staff at headquarters and logistics teams in the field.
ACCOUNTABILITIES AND RESPONSIBILITIES
- Sets priorities, objectives, strategies and delegation guidelines for logistics and in line with the delegation's overall strategy and priorities.
- Coordinates activities with logistics staff in Geneva and/or with regional logisticians and ensures that their recommendations are implemented.
- Supports logistics activities at remote sites in coordination with the resident logistics staff.
- Is responsible for maintaining an efficient supply chain within the country and adapting infrastructure and assets to meet needs.
- Is responsible for implementing procedures in compliance with financial, logistical and safety procedures.
- Maintains and ensures proper use of general and specialized logistics IT tools, including monitoring the integrity of transaction data.
- Updates, maintains and shares operational concepts and oversees statistical reporting, queries and inventories.
- Ensures that partnerships involving logistics activities comply with the relevant ICRC framework.
- Where applicable, ensures collaborative demand planning is in place as per the standard operating procedures (SOPs) and that information is shared with the delegation and relevant stakeholders.
- Plans and oversees procurement activities and quality management.
- Where applicable, sets up, operates and manages warehouse and stock inventory.
- Oversees fleet management, transport and distribution activities.
- Follows up on the supply pipeline with the delegation, the Logistics Support Centre and/or headquarters, including for import-export activities.
- Oversees all capacity-building and HR-related matters for logistics.
- Oversees Transport, Customs clearance and Freight Solutions (TCFS).
- Is responsible for managing finances for the cost centre(s) under their responsibility.
- Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the Logistics Risk and Control Matrix.
Required knowledge and experience:
- Minimum 4–6 years experience, preferably in commercial, military, or humanitarian logistics, including management experience.
- Bachelor's or technical degree in logistics or equivalent experience.
- Great command (spoken and written) of English, preferably CEFR B2 Level / IELTS 6.0 / TOEFL iBT 80.
- Computer proficiency and knowledge of specialized software related to logistics.
- Experience in using Data BI tools, managing with KPIs and working in ERP.
- Strong experience with Microsoft Office applications.
- Experience working in an international environment.
- ICRC field experience an asset.
