Position: Stakeholder & Government Relations Manager

Location: Jakarta, Indonesia

Overview

The Stakeholder & Government Relations Manager will lead all government relations, stakeholder engagement, permitting, and community relations activities across the project lifecycle. Acting as the key interface between the company and external parties, this role ensures regulatory compliance, timely approvals, and strong stakeholder relationships to support smooth project delivery and long-term operational sustainability.

Key Responsibilities

  • Develop and execute external affairs and stakeholder engagement strategies aligned with project objectives.
  • Build and maintain strong relationships with government authorities, regulatory bodies, local communities, and key stakeholders.
  • Oversee all permitting activities, including application, renewal, and compliance with regulatory requirements.
  • Lead community engagement initiatives and ensure a positive social license to operate.
  • Monitor regulatory and policy developments, ensuring the project remains compliant with all legal requirements.
  • Represent the company in official meetings, public consultations, and stakeholder engagements.
  • Manage community programs, grievance mechanisms, and social responsibility initiatives effectively.
  • Collaborate with internal teams (Project, Legal, HSE, Construction, Operations) to ensure alignment on stakeholder and communication strategies.
  • Prepare regular reports on permitting status, stakeholder engagement, and external risks for senior management.
  • Lead issue resolution and crisis communication relating to regulatory or community matters.
  • Identify and mitigate external risks impacting project timelines, compliance, or reputation.
  • Ensure all external engagements align with company policies and regulatory standards.

Requirements / Experience

  • Bachelor's Degree in Public Relations, Communications, Political Science, Law, Business Administration, Environmental Management, Social Sciences, or related field.
  • At least 7 years of experience in external affairs, government relations, permitting, or community relations within Oil & Gas or EPC/EPCIC projects.
  • Proven track record in stakeholder engagement across project development and execution phases.
  • Familiarity with environmental and social impact frameworks, land access, and community engagement practices is preferred.
  • Strong understanding of local regulatory frameworks and government structures.
