Job Description

We are seeking a dedicated and experienced On-Site Safety Officer to ensure full compliance with Health, Safety, Security, and Environmental (HSSE) requirements at our project sites in Indonesia. This role is responsible for identifying and managing risks, enforcing safety compliance, and actively promoting a strong safety culture among project personnel and subcontractors.

Key Responsibilities:

Risk Assessment and Hazard Analysis (HIRARC)

  • Develop, review, and implement risk assessments and mitigation measures for site activities.
  • Conduct comprehensive Job Hazard Analyses (JHA) to proactively identify and address potential safety risks.

Safety Compliance and Reporting

  • Monitor site activities for safety compliance and report non-conformance to the Project Manager and subcontractors.
  • Record, track, and follow up on safety non-compliance issues until closure.
  • Manage Permit to Work (PTW) applications, conduct Toolbox Meetings (TBM), complete safety checklists, and participate in HSE meetings.

HSSE Implementation and Auditing

  • Support and guide the Project Manager in implementing HSSE policies and procedures.
  • Conduct regular safety audits and inspections to ensure compliance with company and regulatory requirements.

Safety Training and Competency Development

  • Identify safety and health training requirements for site personnel.
  • Coordinate and conduct safety inductions, training programs, and refresher courses to enhance site safety awareness.

Compliance Monitoring and Communication

  • Monitor adherence to the Safety and Health Program requirements across all site activities.
  • Clearly communicate safety requirements, procedures, and expectations to all personnel.

Safety Awareness and Culture Promotion

  • Maintain and continuously improve safety education and awareness initiatives.
  • Promote a proactive, safety-first culture through ongoing engagement and leadership.

Regulatory and Authority Liaison

  • Act as the primary point of contact with regulatory authorities overseeing occupational safety, health, and environmental compliance.
  • Ensure all site activities comply with Indonesian safety laws and regulations.

Incident and Accident Investigation

  • Lead investigations of site incidents, accidents, and near misses.
  • Prepare detailed investigation reports, including root cause analysis and preventive recommendations.

Site Inspections and Audits

  • Conduct routine site safety inspections, audits, and safety walks.
  • Identify hazards, assess risks, and recommend corrective actions.

Government and Statutory Liaison

  • Liaise with relevant authorities as required.
  • Advise management on updates or changes to safety legislation, regulations, and best practices.

Documentation and Reporting

  • Maintain up-to-date knowledge of safety codes of practice, standards, and industry guidelines.
  • Prepare, maintain, and control all safety documentation, records, and reports, including Safety Audit Reports.

Additional Responsibilities

  • Perform other duties as assigned by the Project Manager or management.

Requirements:

  • Minimum 5 years of proven experience in occupational safety and health; experience in Data Centre construction projects is highly advantageous.
  • Strong knowledge of OSHA regulations, risk assessment methodologies, emergency response, and incident investigation.
  • Demonstrated experience in conducting safety training and promoting a positive safety culture.
  • Excellent communication, leadership, and stakeholder engagement skills.
  • Willingness to work on-site in Indonesia based on project schedules.
