We are seeking an experienced HSE Manager to lead the Health, Safety & Environment function at our manufacturing site in Batang, Central Java, Indonesia. This role owns the site-level HSE governance, compliance, risk management, and cultural excellence—ensuring a safe, sustainable, and compliant operation aligned with global standards.
Responsibilities:
1. HSE Governance & Compliance
- Own & maintain the Indonesia HSE Management System; ensure ISO 45001, ISO 14001, and SMK3 compliance.
- Ensure adherence to Indonesian regulations (K3 Manpower, UKL–UPL/AMDAL, B3 waste, emissions, wastewater, permits).
- Lead regulatory inspections, audits, and CAPA closure.
- Manage all site permits & licenses: fire protection (APAR/hydrant), boiler/pressure vessels, lifting equipment, wastewater, emissions.
2. Risk Management & Prevention
- Lead HIRADC, JSA/JHA across plant, utilities, maintenance, and logistics activities.
- Implement critical risk controls: LOTO, machine guarding, hot work, confined space, WAH, electrical safety, contractor control, traffic management.
- Oversee process safety aspects linked to extrusion, compounding, injection molding.
- Manage occupational health programs (noise, ergonomics, dust, heat stress, exposure monitoring, medical surveillance).
3. Incident Management & Learning
- Lead investigations using 5-Why, ICAM, TapRooT; ensure strong RCA & corrective actions.
- Track & report TRIR/LTIR, severity ratings, first aid & HiPo events; drive leading indicators.
4. HSE Culture & Engagement
- Champion Zero Harm through leadership visibility, Gemba walks, BBS, and recognition programs.
- Facilitate HSE committees, toolbox talks, and workforce engagement.
- Collaborate with HR on fitness-to-work, wellness, and return-to-work programs.
5. Environmental Management & Sustainability
- Manage emissions, effluents, waste (incl. B3), spill prevention, and resource efficiency.
- Ensure proper segregation, labeling, storage, and disposal of B3 waste with licensed vendors.
- Support sustainability initiatives (PROPER, energy intensity reduction, waste diversion).
6. Logistics, Warehousing & Transport Safety
- Ensure warehouse safety, racking integrity, fire protection, forklift operations, and traffic management.
- Oversee transport safety for inbound/outbound logistics including driver competency and journey management.
- Ensure compliance with dangerous goods handling & weight regulations.
7. Emergency Preparedness & Response
- Maintain and drill the ERP (fire, spill, medical, natural disaster).
- Ensure readiness of ERT teams and integrity of emergency equipment.
8. Contractor & Visitor Management
- Manage contractor pre-qualification, induction, PTW, supervision, and performance.
- Enforce site access, PPE standards, and safe work protocols for all visitors.
9. Training, Competence & Communication
- Develop & deliver annual HSE training plans (K3, LOTO, CSE, WAH, hot work, chemical handling, spill response, forklift safety).
- Certify and track competency levels across the site.
- Communicate HSE performance and learnings effectively in Bahasa Indonesia & English.
10. Data, Reporting & Continuous Improvement
- Maintain accurate HSE data and dashboards; report to country/regional/global HSE.
- Lead Kaizen/CI projects for risk reduction and cost avoidance.
- Benchmark and deploy best practices from APAC and global sites.
Requirements:
Knowledge
- Strong understanding of ISO 45001, ISO 14001, SMK3; OSHA knowledge is a plus.
- Familiar with MSDS, PPE, machine guarding, and emergency response.
Experience
- 8–12+ years of HSE experience in manufacturing (plastics, piping, building materials, or similar industries).
- Demonstrated success in implementing ISO 45001/14001, SMK3, risk management, and contractor safety.
- Strong incident investigation and regulatory engagement with Manpower/K3 & Environmental agencies.
- Comfortable with data-driven HSE management (KPIs, leading indicators, EHS software, Power BI).
