Job Purpose:
To provide strategic leadership and act as the Group's highest technical authority in Quality, Safety, Health and Environment (QHSE) across ABM Group operations, ensuring Zero Accident performance, regulatory excellence, and disciplined risk management.
The role is accountable for establishing and governing a robust, integrated QHSE framework that ensures full compliance with national regulations and international standards, strengthens safety culture, manages critical operational risks, and protects people, assets, environment, and business continuity across mining, energy, logistics, and engineering services.
Key Responsibilities:
- Develop and implement a group-wide QHSE strategy, governance framework, and transformation roadmap aligned with ABM's business priorities and regulatory expectations.
- Ensure compliance and certification readiness across standards such as ISO 45001, ISO 14001, SMKP Minerba, PROPER, ICMM framework, and national QSHE requirements.
- Lead safety governance audits, risk assessments, incident investigations, environmental monitoring, and corrective action management.
- Manage group-level QSHE performance monitoring through digital dashboards, benchmarking, leading/lagging indicator analysis, and executive reporting.
- Strengthen organizational safety culture via Behavior-Based Safety (BBS), leadership coaching, communication strategy, and human performance frameworks.
- Govern Emergency Response, Crisis Management, and Business Continuity programs across operating companies.
- Partner with Operations, SCM, HC, Engineering, and Corporate teams to embed QSHE requirements into contracts, operations, maintenance, and capability development frameworks.
- Act as the group representative in engagement with regulators, certification bodies, industry associations, and external stakeholders.
- Build and scale QSHE capability through talent development, competence frameworks, succession planning, and technical leadership.
Qualifications:
- Candidate must possess at least a Bachelor's degree in Occupational Health & Safety, Environmental Engineering, Mining Engineering, or related field. Master's degree is preferred.
- Minimum 10 years progressive QSHE experience, including but not limited to: 5+ years in senior mining OHSE leadership (mandatory), experience in a top-tier mining organization (preferred), experience in a top-tier logistics & engineering organization (optional).
- Proven success in safety culture development, contractor management, critical risk management, and compliance transformation.
- Strong knowledge of Indonesia's mining regulations, ISO systems, ICAM methodology, and global OHSE frameworks.
- Strong communication, facilitation, and executive reporting capability.
- Highly valued certifications: NEBOSH, ISO Lead Auditor (45001/14001), ICAM, ISRS, SMKP Assessor, BBS Specialist.
