Role Purpose
As part of the CHINT Electric Integrated Power Distribution system, the HR Specialist will serve as the core HR and back-office support role for a newly established joint-venture factory in Indonesia.
At the 0–1 factory setup and production launch stage, this role is responsible for HR-led people management, while also supporting essential General Affairs and back-office operations, ensuring the factory can quickly build its team, operate compliantly, and run stably.
Key Responsibilities
1. Human Resources Management
- Lead and execute local recruitment activities aligned with factory setup and production needs, including:
- Operators and blue-collar workers
- Technicians and frontline supervisors
- Manage local labor compliance and employee lifecycle, including:
- Employment contracts
- Attendance, overtime, leave, and disciplinary management
- Basic compensation and payroll coordination
- Establish foundational HR rules and practices during the early stage, ensuring clarity and operational discipline
- Support onboarding, probation evaluation, contract renewal, and employee relations handling
2. General Affairs & Back-office Support
- Provide essential general affairs and administrative support during the factory's early stage, including:
- Coordination of office and operational services
- Liaison with local vendors and service providers
- Setup and maintenance of basic HR and administrative processes
- Act as a local execution point to ensure daily operations are not disrupted by back-office issues
3. Policy Translation, Performance & Incentives
- Participate in designing and implementing:
- Basic performance evaluation mechanisms
- Incentive approaches linked to operational and business outcomes
- Ensure targets, performance expectations, and incentives are clear, practical, and executable at the local level
4. Cross-cultural Communication & Risk Management
- Identify cross-cultural management risks between Chinese management and local Indonesian teams
- Facilitate communication to reduce misunderstandings and friction
- Support Chinese management in understanding local labor practices, cultural norms, and workforce expectations
- Assist in resolving conflicts arising from differences in management style or working culture
Qualifications
- Bachelor's degree or above in Management, Psychology, Human Resources, or related fields
- 1–3 years of experience in manufacturing HR, factory HR, or comprehensive HR roles
- Familiar with Indonesian labor laws, regulations, and employment practices
- Able to use English as a working language to communicate with Chinese management
- Strong execution and hands-on capability in fast-changing and unstructured environments
- Willing to take on hybrid responsibilities (HR-focused with general affairs support)
- Ability to translate high-level policies into concrete actions
- Good cross-cultural communication skills
- Able to work under high pressure and uncertainty typical of early-stage factories
