Job Purpose
To provide strategic advisory support to Corporate HSE Leadership in the development and execution of Medco E&P's Process Safety strategic direction and initiatives. To serve as the Corporate HSE Subject Matter Expert (SME) for process safety studies, incident investigations, operating integrity, and training programs. The role also leads the Corporate Process Safety Council and Process Safety Community of Practice and represents Medco E&P in external process safety taskforces and industry communities of practice.
Roles and Responsibilities
Strategic Advisory & Technical Leadership
- Advise Corporate HSE Leadership in developing and executing Medco E&P Process Safety strategic direction and initiatives.
- Establish Process Safety and Operating Integrity (PSOI) business roadmap per corridor aligned with business value and needs.
- Frame issues, conduct strategic reviews, develop technical guidance, provide problem-solving support, and communicate critical operability and process safety concerns to Leadership.
- Provide final decisions on engineering and operational risk acceptability.
- Evaluate Corporate PSOI performance and define strategic improvement plans.
- Act as liaison to the Process Safety Council in identifying, framing, and communicating critical and major process safety issues; provide recommendations to BU Process Safety Boards and Corporate Process Safety Council.
- Drive new initiatives and innovation programs to enhance process safety performance.
Corporate HSE Subject Matter Expert (SME)
- Serve as Corporate HSE SME for process safety studies, incident investigations, operating integrity, and training.
- Advise assets and functions on process safety requirements and participate in Operations Readiness Reviews (ORR) as an Assessor.
- Facilitate risk assessments, Process Hazard Analysis (PHA), Root Cause Analysis (RCA), and Learning Teams for major process safety events or concerns.
Process Safety & Operating Integrity Program Assurance
- Manage Process Hazard Analysis and technical risk assessments (HAZOP, HAZID, LOPA, SIL).
- Manage abnormal operations risk (SCEARA & AORV), including SCE impairment, SCE PM deferral, IAAN, and related activities.
- Perform quality assurance for Pre-Startup Safety Review (PSSR) verification.
- Manage Safe Operating Limits (SOL) business processes and interfaces with Alarm Management.
- Perform quality assurance for major safety studies (FERA, QRA, Facility Siting, Safety Case, etc.).
- Manage safety-critical system bypass, inhibit, force, and override processes.
Governance, Leadership & External Engagement
- Lead the Corporate Process Safety Council and Process Safety Community of Practice.
- Represent Medco E&P in external process safety taskforces and communities of practice.
Mandatory Non-Technical Responsibilities
- Budgeting: Develop long-range process safety program and manpower budgets, including annual approved budgets and integrated planning (30D, 90D, 18 months, 2 years, and 5 years), ensuring spending aligns with plans.
- Contract Management: Manage service contractors supporting process safety activities, including invoice review and performance oversight.
- Planning & Scheduling: Develop and maintain integrated plans and schedules for process safety programs.
Job Requirements Specification & Skills
- Bachelor's degree in Chemical Engineering and/or relevant Process Safety Engineering degree
- 5-7 years experience in HSE Management Systems, Programs, Procedures and Auditing. Additional Experience in PSM and or Safety Case Regime within oil and gas industry.
- 10-15 years experiences in Design Engineering & Operations with emphasis on process engineering design aspects related to Process Safety such as HAZOP, overpressure protection, SIL Assessment (e.g. LOPA) and Risk Management Systems as applied in Safety Cases within oil and gas industry.
