The International Institute for Sustainable Development (IISD) is an award-winning independent think tank working to accelerate solutions for a stable climate, sustainable resource management, and fair economies. IISDs staff of more than 300 experts come from across the globe and from many disciplines. With staff in over 20 countries, our work affects lives in nearly 100 countries including Indonesia where IISDs team in Jakarta is currently growing to launch work on several new projects. Since 2008, IISD has been working in Indonesia in close partnership with national stakeholders to provide policy-relevant research and advice that supports a future-fit energy system, in particular on strategies for fossil fuel subsidies reform. We recognise the central role that fossil fuels have playedand continue to playin Indonesias development. At the same time, we work with partners to ensure that the next phase of energy system development in Indonesia is resilient, affordable, equitable, and aligned with climate and economic goals.

  • Sees beyond short-term emissions reductions and focuses on long-term systems change.
  • Can frame oil and gas transitions in terms that resonate with Indonesian policy priorities like energy access, development, and air quality.
  • Can support informed, nationally led decision-making.

Responsibilities

The Senior Consultant, Oil & Gas Sector transition, will contribute to and develop analysis of production trends, corporate practices, and policies in the context of Indonesias net-zero ambitions, energy security considerations, and development needs.

Research and Analysis

In collaboration with international IISD experts and national partners:

  • Contribute to research on pathways for an equitable and orderly decline in oil and gas production in Indonesia,
  • Lead on the review oil and gas sector forecasts, including potential impacts of EV uptake, industry standards, forthcoming regulatory changes.
  • Analyse the drivers behind oil and gas investment decisions, including:
    • Domestic demand projections and their influence on corporate strategies.
    • Interactions between producer and consumer subsidies, tax treatment of fossil fuel investment.
    • Legal and other barriers and enablers of investment in clean energy alternatives.
Stakeholder Engagement and Strategic Outreach

  • Lead engagement with Indonesian policymakers, regulators, state-owned enterprises, and civil society organisations.
  • Build and maintain trusted relationships with key actors in the oil and gas transition space.
  • Represent IISD in national dialogues and international fora as appropriate.

Strategy Development

  • Identify and recommend strategic points of leverage for IISD and partners to create value added for futureproofing of the Indonesias oil and gas sector.
  • Contribute to the design of multi-stakeholder processes that elevate Indonesian leadership in defining the future of its energy system.

Requirements:

  • 810 years of experience in public policy, natural resource management, energy economics, energy investment, sustainable development, political economy or a related field. A petroleum engineering profile focused solely on operational efficiency (Scope 1 and 2 emissions) is not a match for this role.
  • A MSc or MA degree in one of the aforementioned fields.
  • Deep understanding of the Indonesian energy system, including the oil and gas sector, and its broader political economy.
  • Strong experience in policy research, systems analysis, and strategic stakeholder engagement.
  • Strong writing, analytical, and communication skills in both Bahasa Indonesia and English.
  • Proficiency in quantitative and qualitative data analysis. Experience in economic modelling and project economics evaluation an asset.
  • Direct experience in or with the Indonesia oil and gas industry an asset.
  • Publications record in media, policy literature or peer reviewed journals an asset.

Behavioural competencies (Essential)

  • Demonstrated ability to work in multi-cultural and cross-sectoral teams.
  • Demonstrated ability to work remotely from a home office, including across various time zones
  • Confidence in working collaboratively with IISD staff, affiliates, partners, and consultants.
  • An entrepreneurial approach to work, taking initiative within the team and ready to develop new skills, increase responsibility, and build experience in fundraising.
  • Demonstrated ability to work autonomously, managing workload and producing deliverables on time and within budget.
  • Results-focused with an ability to prioritize and work quickly and accurately over a range of tasks.

Contract:

  • 12-month contract with 80-100% FTE with the possibility of renewal
  • Commensurate with the candidates qualifications and payable in USD
  • Start date: as soon as feasible
