Responsibility:
- Supervision of EPCIC Contractor's Civil and Infrastructure Design and Construction Activities: Oversee the EPCIC Contractor's detailed design review and construction management of site preparation, earthworks, foundations, steel and concrete structures, buildings, roads and pavement, drainage and sewerage systems, and slope protection works. Verify that the Contractor ensures all designs and construction align with the Scope of Work, COMPANY specifications, Basis of Design, and applicable codes such as SNI, ASTM, and Indonesian MIGAS requirements.
- Oversight of Geotechnical, Survey, and Earthworks Verification: Monitor the EPCIC Contractor's use of topography, bathymetry, tide measurement, and soil investigation data as the basis for detailed engineering. Review the Contractor's cut-and-fill calculations, site grading, retention pond design, slope stability analysis, and soil improvement methods for swampy/soft soil areas, ensuring consistency with survey data and finish grade requirements.
- Subcontractor and Vendor Coordination Oversight: Supervise the EPCIC/CIC Contractor's coordination with civil-structural subcontractors and vendors, including review of drawings, calculations, Material Take-Off (MTO), and Bill of Quantity (BOQ). Conduct site visits to verify the Contractor's enforcement of construction procedures, concrete and steel structure works, compaction and material testing, and quarry/material sourcing compliance.
- Quality Assurance and Inspection Management: Review and approve the EPCIC Contractor's Inspection and Test Plans (ITP) for civil, structural, architectural, and HVAC works. Witness key tests (e.g., job-mix design concrete, job-mix formula asphalt, piling load test, compaction/CBR test, concrete strength test) managed by the Contractor and ensure effective handling of non-conformance reports (NCR) and design change requests (DCR). Verify infrastructure integrity from a client perspective prior to handover.
- Technical Documentation Review: Evaluate the EPCIC Contractor's civil and structural design basis, calculations, drawings, standard drawings, Civil 3D Model, and as-built drawings. Ensure documentation is accurate, complete, and submitted for COMPANY approval prior to construction and handover.
- Procurement and Bid Evaluation Support: Assist in overseeing the EPCIC Contractor's preparation of Material Requisition Packages (RFQ), Technical Bid Evaluations (TBE), and vendor recommendations for civil, structural, and HVAC works based on the Approved Vendor List (AVL). Confirm procurement aligns with project schedules, Contract Exhibit requirements, and quality standards.
- Risk and Safety Management: Ensure the EPCIC Contractor incorporates findings from HAZOP, HAZID, and surface water management studies into civil and infrastructure designs. Review slope stability, flood/tide design levels, drainage and surface water management plans, and verify that designs account for environmental loads and safety requirements in accordance with the BOD.
- Regulatory and Permit Compliance Verification: Confirm that the EPCIC Contractor prepares and secures required local and government approvals, such as Persetujuan Bangunan Gedung (PBG), Groundwater Exploitation License (SIPA), and Groundwater Drilling License (SIPPAT), and that all civil and infrastructure works meet Indonesian regulations (e.g., SNI, MIGAS) and international standards.
- Project Support and Reporting: Provide client-side engineering support for civil and infrastructure readiness during pre-commissioning and commissioning phases (e.g., roads, drainage, site grading). Report progress, issues, and resolutions to the Engineering Manager, and escalate any Contractor delays or deviations.
- Collaboration: Work closely with cross-disciplinary teams on the client side and interface with the EPCIC/CIC
Job Specification:
- Bachelor's degree in Civil Engineering or a related field.
- Professional certification (e.g., IPM, or Indonesian SKA/Ir. qualification) is preferred.
- Expertise in civil/structural design software (e.g., AutoCAD Civil 3D, STAAD.Pro, SAP2000, PLAXIS).
- Strong knowledge of geotechnical engineering, foundation design, earthworks, and soil improvement techniques for swampy/soft soil conditions.
- Familiarity with oil and gas/LNG onshore infrastructure works (site preparation, roads and pavement, drainage and sewerage, camp facilities, plant civil works).
- Proficient in English; working knowledge of Bahasa Indonesia is preferred.
Minimum Requirements / Work Experiences
- Minimum 10 years of experience in civil engineering within the oil and gas or infrastructure industry.
- At least 5 years in client-side supervision of EPCIC contractors, including oversight of civil-structural subcontractors and infrastructure works.
- Proven track record in supervising site preparation, foundation, structural, and road/drainage works.
- Willingness to be based at the project site in Teluk Bintuni, Papua Barat Province, Indonesia, with travel as required.
- Ability to work in a multicultural environment and adhere to HSSE standards.
