Project Background
Internet and smartphone use among adolescents in ASEAN has surged, especially after the pandemic. While digital access supports learning and connection, it also increases risks such as cyberbullying, harmful content, online exploitation, and mental health challenges. Across the region, excessive screen time and limited support from parents and schools are affecting young people's wellbeing.
In response, Yayasan Plan International Indonesia, together with the ASEAN Foundation and partners, will implement the Global Teen Digital Wellbeing Initiative. Through culturally adapted curricula, school programs, and community workshops, the initiative aims to promote healthy digital habits and online safety, reaching 11 million people across ASEAN and Timor-Leste.
The Opportunity
The Regional Digital Specialist will lead the management of the Learning Management System (LMS), ensuring its functionality, accessibility, user engagement, and alignment with the project's youth digital wellbeing goals across 11 countries.
The role bridges technical expertise and program objectives by supporting digital curriculum delivery, coordinating LMS adoption with country teams, and building the capacity of educators and community partners to use the platform effectively.
Key Responsibility :
LMS Platform Management and Technical Operations
- Lead the setup and management of the LMS platform, ensuring stability, security, scalability (up to 850,000 users), data privacy compliance, and smooth technical operations across 11 countries.
- Oversee vendor coordination, user access management, system performance, cybersecurity, and continuous platform improvements.
Digital Curriculum Development and Localization
- Lead the digitization and localization of the digital wellbeing curriculum into engaging, modular LMS content tailored for youth, teachers, and parents.
- Ensure cultural relevance, multimedia integration, interactive features, assessments (pre/post-tests), and alignment with project and measurement goals.
Platform Accessibility and User Experience
- Ensure the LMS is inclusive, mobile-friendly, low-bandwidth optimized, multilingual, and compliant with accessibility standards (WCAG).
- Improve user experience through usability testing, intuitive design, and clear onboarding resources.
Training and Capacity Building
Deliver Training of Trainers (ToT), develop user guides and tutorials, provide ongoing technical support, and strengthen the capacity of educators, community champions, and country teams to effectively manage and use the LMS.
Digital Engagement and Learning Outcomes
- Monitor user engagement metrics including registration rates, login frequency, module completion rates, time spent on platform, and forum participation
- Implement strategies to enhance user engagement and course completion, including gamification elements, progress tracking, badges, and certificates
- Coordinate with Regional Communications Specialist on developing engaging content and communications that drive LMS participation
- Analyze user behavior patterns to identify drop-off points and implement retention strategies
- Support implementation of peer support groups and discussion forums where participants can share experiences and reinforce positive digital practices
- Coordinate with country teams on blended learning approaches that combine LMS-based learning with in-person community events and school-based activities
- Ensure alignment between digital engagement strategies and project targets for participant reach (850,000 direct participants)
Data Integration and Reporting
- Coordinate with Regional MER Specialist to integrate pre- and post-test protocols into LMS modules, enabling automated data collection on knowledge, attitude, and practice indicators
- Configure LMS analytics and reporting dashboards to track user progress, learning outcomes, and engagement metrics
- Ensure LMS-generated data is accessible for analysis, with appropriate data disaggregation (sex, age, disability status, geographic location)
- Implement data quality assurance protocols for LMS-based assessments, ensuring validity and reliability of learning outcome measurements
- Generate regular reports on platform usage, user engagement, and learning progress for Regional Project Manager and MER team
- Protect user data privacy by implementing secure data storage, anonymization of personal information, and compliance with ethical data management standards
Requirements for The Role:
Essential
- Bachelor's degree in information technology, computer science, education technology, instructional design, or related fields (Master's degree preferred)
- Minimum 5 years of proven experience managing Learning Management Systems (LMS) or digital learning platforms for education or capacity building programs
- Strong technical skills in LMS administration (Moodle, Canvas, Blackboard, or similar platforms) including user management, course setup, and reporting
- Experience with digital curriculum development, instructional design, and creating engaging online learning content
- Knowledge of web accessibility standards (WCAG) and experience implementing inclusive digital platforms
- Understanding of user experience (UX) design principles and ability to optimize platforms for diverse user groups
- Experience conducting training and capacity building on digital platforms for non-technical users
- Familiarity with data privacy and cybersecurity best practices for educational technology
- Strong problem-solving skills and ability to troubleshoot technical issues
- Experience coordinating with IT vendors or service providers on platform management and technical support
- Excellent communication skills for translating technical concepts to non-technical audiences
- Ability to work collaboratively across cultures and time zones in a multi-country team environment
- Proficiency in English (written and spoken) is mandatory
Desirable
- Master's degree in education technology, instructional design, digital learning, or related fields
- Experience with youth digital literacy, online safety, or wellbeing education programs
- Skills in multimedia content creation (video production, graphic design, animation)
- Knowledge of gamification and engagement strategies for online learning platforms
- Experience with learning analytics and data visualization for educational technology
- Familiarity with mobile learning (m-learning) and mobile app development
- Experience with low-bandwidth optimization and offline learning solutions for developing country contexts
- Knowledge of emerging technologies in education (AI, chatbots, adaptive learning, VR/AR)
- Understanding of gender-transformative and disability-inclusive digital platform design
- Experience managing digital learning platforms across multiple countries and languages
- Familiarity with ASEAN regional context and digital infrastructure variations across member states
- Proficiency in additional languages relevant to ASEAN region (Bahasa Indonesia, Vietnamese, Thai, etc.)

Location: Based at Country Office Jakarta with 10-15% travel to implementing countries for LMS rollout, training of trainers, and technical support activities.It is important to note that YPII currently applies a mix of Working from Home and Working from Office arrangements.
