Job Description

Job Purpose

Lead the development and execution of the company's permitting strategy to ensure all mining operations, expansion projects, and business initiatives are fully supported through timely regulatory approvals while maintaining full compliance with Indonesian mining laws and fostering strong relationships with government stakeholders.

Key Responsibilities

  • Develop and execute corporate permitting strategy aligned with business objectives, production targets, exploration plans, and long-term growth initiatives.
  • Lead end-to-end management of all mining licenses and permits including IUP, RKAB, Environmental, Land Use Permits, Operational Licenses, and other regulatory requirements.
  • Build and maintain strategic relationships with key government stakeholders including central ministries, provincial governments, and regional authorities.
  • Represent the company in high-level meetings, regulatory discussions, policy consultations, and negotiations with government institutions.
  • Anticipate regulatory changes and assess their impact on company operations, investments, and business continuity.
  • Provide strategic advice to executive management regarding permitting risks, regulatory developments, and compliance requirements.
  • Drive permit acquisition strategies for new mining projects, acquisitions, expansions, infrastructure development, and downstream initiatives.
  • Lead cross-functional coordination among Operations, Legal, ESG, Environment, Exploration, External Affairs, Commercial, and Corporate Affairs to ensure successful permit execution.
  • Establish governance systems for permit tracking, compliance monitoring, and regulatory reporting across multiple mining sites.
  • Lead, mentor, and develop the permitting team to improve capability, efficiency, and regulatory excellence.
  • Ensure timely submission of RKAB, production reports, environmental compliance reports, and other statutory obligations.

Job Requirements

  • Bachelor's degree in Mining Engineering, Law, Environmental Engineering, Public Administration or related discipline.
  • Minimum 10–15 years of experience in mining permitting, regulatory affairs, government relations, or mining compliance.
  • Extensive knowledge of Indonesian mining regulations, licensing processes, and environmental compliance requirements.
  • Proven experience managing complex permitting processes for mining operations, exploration, infrastructure, or project development.
  • Strong network and experience engaging with central government ministries, provincial governments, and local authorities.
  • Demonstrated ability to influence stakeholders and negotiate regulatory matters at senior levels.
  • Experience leading multidisciplinary teams and cross-functional projects.
  • Strong analytical, strategic thinking, and risk management capabilities.
  • Excellent leadership, communication, and stakeholder management skills.
