OBJECTIVES OF THE PROGRAMME:

WHO Country Office Indonesia provides continuous technical support to the Government of Indonesia (GoI) in formulation, implementation and evaluation of national health policies, strategies and plans as guided by the WHO Country Cooperation Strategy (CCS). In collaboration with other development partners at national level, WHO Country OfficeIndonesia supports GoI efforts to achieve disease-specific targets for NTDs. The GoI has already attained significant achievements in progress against the five main NTDs, committed to expanding the services for other vector-borne NTDs, and re-attained country commitment to achieve the eradication, elimination and control of NTDs by 2030.

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of the CDS-IVD Team Leader and NPO for CDS, and in coordination with the Ministry of Health and under the overall guidance of the WHO Representative to Indonesia and NPO for Malaria and NTD, the incumbent will be responsible for providing strategic and technical support to the National Programme and facilitating coordination between the MOH and NPOs, across relevant working teams, for lymphatic filariasis, schistosomiasis, soil-transmitted helminthiasis, leprosy, and yaws. The scope of work is as follows:

Technical Support

  1. Provide technical assistance to the Ministry of Health and work closely with the NPO, with a particular focus on surveillance, policy development, strategic action plans, and the development of technical guidelines for priority NTDs.
  2. Prepare annual NTDs data reporting requirements including the Joint Application Package (JAP) for Preventive Chemotherapy (PC), Annual Leprosy Statistics, and other WHO regional and global reports, in collaboration with National Programme and NPOs.
  3. Monitor routine data and survey results from provincial and district levels, in collaboration with the National Programme, and use this data to support programme planning and the timely submission of Indonesia's annual preventive chemotherapy (PC) donor request.
  4. Provide technical assistance in the dossier preparation process for the schistosomiasis elimination as public health problem.
  5. Conduct field-level monitoring of disease-specific interventions, including mass drug administration (MDA), active case detection, surveillance, and/or impact assessments, in collaboration with the National Programme.
  6. Provide technical support and contribute to capacity building activities at the national and sub-national levels, including planning, active case detection, surveillance for all priority NTDs, as well as disease control for rabies, in coordination with key stakeholders.
  7. Monitor and report on the inventory of donated drugs and diagnostics at the national level, and coordinate with WHO logistics and shipment focal points and NPO to ensure timely shipment and uninterrupted supply to Indonesia.
  8. Coordinate communication and information exchange between the MOH and the WHO Country Office for NTD-related matters, including technical updates, requests, and implementation progress.
  9. Perform any other tasks related to the National Programme as required by the WHO Representative to Indonesia, CDS-IVD Team Leader, and/or the NPOs.

Management Support

  • Coordination

The SSA holder works intensively with NTDs Programme WHO Country Office for Indonesia and Neglected Tropical Diseases working teams and responds to any queries from WHO-WPRO, WHO-HQ, and donors/partners as needed by programmes.

  • Meetings

The SSA holder attends relevant meetings as facilitator, organizer, or other relevant functions relevant to its scope of work. She/ he also does consultations and discussions with relevant working teams within the Ministry of Health such as Neglected Tropical Diseases working teams, and relevant partners when necessary.

  • Document review

To enable to work efficiently and effectively, the SSA holder should refer to available documents relevant to provide necessary technical assistances for WHO and Ministry of Health.

  • Development of progress and final report

This document will serve as a reference and documentation for WHO and National Programmes, and one of performance evaluation tools.

Education Qualifications:

Essential:

Medical doctor or Veterinarian from a recognized university

Desirable:

Postgraduate degree in public health

Training on communicable diseases specially on Leprosy

Experience:

Essential:

At least three (3) years of professional work experience in communicable diseases and/or Neglected Tropical Diseases area of works.

Desirable:

Working experience on communicable disease with the government program and/or WHO/UN agencies/other technical partners

Languages:

Expert knowledge in English and Bahasa Indonesia.

Other Skills (e.g. IT):

  • Work is performed in a normal office working environment.
  • Computer literacy: Proficient in the use of Microsoft Office applications, particularly Excel.
  • Experience with databases and basic data management tools is an asset.
  • Experience in supporting the development and maintenance of automated or AI‑supported reporting outputs, including routine analytical tables, dashboards, standardized reports, and data quality checks using existing surveillance data, is an advantage.
  • Understanding of responsible use of AI and digital tools in public health data management, including data confidentiality, validation requirements, and ethical considerations.

REMUNERATION

In accordance with WHO Salary Scale for SSA; IDR 31,107,406 – 50,117,313 (Monthly).
