Plan International is an independent development and humanitarian organization that advances children's rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country's purpose is in line with the global Plan International's Purpose to advance children's rights and equality for girls. Our ambition is to enable at least 3 million girls and young women to be healthy, educated, empowered, safe and protected. It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

Position Summary

MER Officer will play a key role in ensuring the achievement of the programme objectives which relate to the accountable and measurable impact of YPII programme implementation in PIA. S/he is accountable for the successful implementation of Country Strategy 5 organizational objective. S/he will support the PIA Manager and MER Manager and the country leadership team in striving to strengthen YPII's position as one of the leading organisations working to promote girls rights and agency by strengthening monitoring, evaluation and knowledge management for accountability and measurable impact through providing robust data/information on decision-making.

Location

This role and project will be based in Lembata, NTT. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting And Supervision

• Reports to: PIA Manager Lembata, dotted line to MER Manager.

Primary Responsibilities

• Monitoring & Evaluation Framework: Develop and strengthen programme/project M&E frameworks, ITTs, monitoring plans, tools, and systems aligned with YPII and Plan International standards.
• M&E Reporting & Data Management: Ensure quality data collection, analysis, dashboards, databases, and timely M&E reporting for sponsorship, grants, and humanitarian programmes.
• Research & Evidence Generation: Support research, assessments, studies, and evidence-generation initiatives to inform programme quality and strategic decision-making.
• Learning & Knowledge Management: Facilitate learning, knowledge sharing, documentation of good practices and lessons learned, and translate evidence into programme improvements.
• Capacity Building: Provide technical support, mentoring, and capacity building to YPII staff, programme/project teams, and implementing partners on M&E and learning.
• Youth Participation: Ensure meaningful participation and engagement of children and youth are captured, measured, and reflected in programme monitoring and learning.
• Safeguarding, PSHEA & GEDSI: Embed Safeguarding, PSHEA, and GEDSI principles across programme/project design, implementation, monitoring, and learning.
• Coordination & Technical Support: Work closely with MER, programme, technical teams, and partners to strengthen evidence-based programme management and decision-making.

Qualifications And Experience

Experience and Knowledge

• Bachelor degree in social science, statistics, social development and any related field.
• At least 2 years of experience in project M&E, with practical knowledge on Results Based Management and Theory of Change. Experience in working on M&E focusing on health is an advantage.
• Well informed on the trends and development in M&E, evaluation for impact and state-of-the-art methodology for measuring development projects (both quantitative and qualitative).
• Possess knowledge and skill in research methodology and data collection for baseline and evaluation.
• Demonstrated experience and skills in project reporting, knowledge management and learning process.
• Good analytical skill.
• Well informed about methods to capture change/results of project implementation.
• Good interpersonal communication and facilitation skills for mentoring and knowledge sharing.
• Possess good judgement to deal with conflict.
• Able to work both in team and independently with minimum supervision.
