Job Description

Key Responsibilities:

  • Lead and supervise all civil construction and finishing activities during the commissioning phase.
  • Ensure civil works are completed in accordance with approved engineering drawings, technical specifications, and project schedules.
  • Coordinate with EPC contractors, consultants, and subcontractors to resolve construction issues and maintain project progress.
  • Manage inspections, quality control, and acceptance of civil works prior to equipment installation and commissioning.
  • Monitor construction productivity, project milestones, and resource utilization to ensure timely completion.
  • Oversee structural integrity, foundations, buildings, roads, drainage, underground utilities, and infrastructure systems supporting the paper mill.
  • Coordinate civil interfaces with mechanical, electrical, piping, automation, and utility installation teams.
  • Ensure compliance with occupational health, safety, and environmental (HSE) regulations throughout construction activities.
  • Identify construction risks and implement corrective and preventive actions to minimize delays and cost overruns.
  • Review contractor progress reports, work permits, change requests, and construction documentation.
  • Manage project budgets related to civil works and recommend cost optimization initiatives.
  • Support commissioning activities by ensuring civil facilities are fully prepared for equipment startup and operational testing.
  • Participate in punch list management, final inspections, and project handover to the operations team.
  • Develop and mentor civil engineering personnel while promoting continuous improvement and best construction practices.

Qualifications:

  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • Minimum 10–15 years of experience in industrial construction or heavy industry, with at least 5 years in a managerial role.
  • Experience in pulp & paper mills, power plants, petrochemical, or large industrial projects is highly preferred.
  • Proven experience supporting large-scale plant commissioning and construction completion activities.
  • Strong knowledge of reinforced concrete structures, steel structures, industrial buildings, foundations, roads, drainage, and utility infrastructure.
  • Familiar with international engineering codes, construction standards, and quality management systems.
  • Experience managing EPC contractors and multidisciplinary construction teams.
  • Strong leadership, project management, communication, and problem-solving skills.
  • Proficient in construction planning software, Microsoft Office, and engineering documentation systems.
  • Good command of written and spoken English.
  • A contract-based during project phase, with a high chance of permanent during operation & maintenance phase.
  • Willing to be placed in OKI, South Sumatra.
