Job Description

Background

The 1000 Days Fund (TDF) implements evidence-based interventions to prevent stunting and improve maternal and child nutrition outcomes in Indonesia. One of TDF's strategic pillars is the professionalization and large-scale capacity building of Community Health Workers (CHWs) through Kader Academy (KA) a blended learning initiative integrating digital training, government collaboration, and community-based engagement.

To achieve its annual target of training 50,000 CHWs, TDF requires dedicated support to scale delivery, strengthen engagement, and coordinate outreach across digital platforms, government institutions, and community networks.

Objective of the Assignment

The Kader Academy Scale & Engagement Specialist will support the scaling, delivery, and engagement of Kader Academy to contribute effectively to the annual target of 50,000 CHWs trained, while ensuring high participation, retention, and stakeholder collaboration.

Job Responsibilities

1. Scale Strategy Development

  • Develop a Kader Academy Scale Plan within the first 15 calendar days of the contract.
  • Align scale strategy with the annual target of 50,000 CHWs trained.
  • Translate annual targets into monthly and quarterly targets.
  • Develop simple and practical monitoring and tracking tools for scale progress.

Deliverable : Approved Scale Plan and Monitoring Framework.

2. Digital Training Delivery & Outreach

  • Support digital outreach strategies to drive CHW enrollment and participation in online training.
  • Coordinate and optimize social media and digital communication channels to achieve at least 2,000 CHWs trained per month via online platforms.
  • Track participation, completion rates, and engagement trends from digital training activities.

Deliverable : Monthly Digital Training Performance of 2,000 CHWs.

3. Government Outreach & Coordination

  • Coordinate with key government stakeholders, including:
  • BKKBN
  • District Health Offices (Dinkes)
  • Provincial Health Offices
  • Support government-linked training initiatives to achieve at least 6,500 CHWs trained per quarter.
  • Maintain documentation of coordination, commitments, and training outcomes.

Deliverable : Quarterly Government Outreach and Training of 6,500 CHWs.

4. Community Management & Engagement

  • Manage and engage the existing Kader Academy community to ensure:
  • High participation rates
  • Learner retention
  • Sustained engagement beyond training completion
  • Facilitate communication, feedback loops, and peer engagement within the community.
  • Identify engagement gaps and propose improvements.

Deliverable: Monthly Community Engagement Summary.

5. Reporting & Coordination

  • Report regularly to the COO / Program Director.
  • Coordinate closely with internal teams (program, training, communications, and operations).
  • Ensure timely submission of all agreed deliverables.

  • Education Requirements

    • Bachelor's degree in Public Health, Education, Social Sciences, Development Studies, Communication, or a related field.

    Skills & Competency RequirementsTechnical & Professional Skills

    • Experience in project Management and community engagement, training delivery, or community-based initiatives.
    • Strong understanding of digital engagement, online learning platforms, and outreach strategies.
    • Experience working with or coordinating government institutions (health sector preferred).
    • Ability to translate targets into actionable plans and measurable outputs.

    Analytical & Organizational Skills

    • Strong planning, monitoring, and reporting skills.
    • Ability to manage multiple workstreams simultaneously.
    • Data-driven mindset with the ability to track progress and identify improvement areas.

    Communication & Interpersonal Skills

    • Excellent written and verbal communication skills (Bahasa Indonesia required).
    • Ability to engage diverse stakeholders, including CHWs, government partners, and internal teams.
    • Strong community facilitation and engagement skills.
