We are seeking an experienced HR Operations Manager to join our client's team in Tangerang Regency, Banten. This strategic leadership role is responsible for overseeing end-to-end HR operations, managing complex industrial and labor union matters, and providing expert guidance on employment law and compliance. Reporting directly to senior management, the successful candidate will lead the HR function, strengthen HR policies and frameworks, ensure regulatory compliance, and drive operational excellence to support the organization's business objectives and long-term growth.

Responsibilities
- Oversee daily HR operations and ensure service delivery meets business requirements and agreed service levels.
- Develop, implement, and continuously improve HR policies, procedures, and standard operating procedures (SOPs).
- Drive HR process optimization and automation initiatives to improve efficiency and employee experience.
- Ensure compliance with company policies and local labor regulations.
- Manage end-to-end payroll processes and ensure timely and accurate salary payments.
- Oversee compensation and benefits administration, including employee insurance and statutory benefits.
- Ensure compliance with payroll tax regulations and statutory reporting requirements.
- Support annual salary review and bonus administration processes.
- Oversee employee onboarding, transfers, promotions, contract renewals, and offboarding processes.
- Ensure the accuracy and completeness of employee records and documentation.
- Manage employment contracts and personnel files.
- Support employee inquiries and HR service delivery.
- Manage and maintain HR systems and employee databases.
- Ensure data accuracy, integrity, and confidentiality.
- Generate HR reports and dashboards to support management decision-making.
- Analyze workforce data and identify trends related to headcount, turnover, and employee metrics.
- Ensure compliance with labor laws, company regulations, and employment standards.
- Support the development and implementation of Company Regulations (PP) or Collective Labor Agreements (CLA/PKB).
- Handle employee relations matters and support conflict resolution efforts.
- Liaise with government agencies and external stakeholders when required.
- Lead, coach, and develop the HR Operations team.
- Set performance objectives and monitor team KPIs.
- Foster a culture of continuous improvement and operational excellence.
Preferred Qualifications
- Bachelor's degree in human resources, Psychology, Business Administration, Management, Law, or a related discipline. Prior exposure to legal and compliance matters would be an advantage.
- Experience working directly with labor unions and government manpower authorities.
- Familiarity with manufacturing operations, workforce planning, and employment-related risk management.
- Experience leading HR teams in a multi-site environment will be highly valued.
