Job Description

HR & Admin Manager

Location: Batam

Department: Human Resources & Administration

Reports To: Country Manager / Regional HR Director

Job Summary

The HR & Admin Manager will lead the Human Resources and Administration functions for the company's operations in Batam. This role is responsible for managing HR operations, ensuring compliance with Indonesian labor regulations, supporting recruitment for engineering and technical teams, and overseeing office administration.

The successful candidate will have prior HR leadership experience in industries such as engineering, construction, infrastructure, or data centre environments and will lead the local HR team to support business growth and operational excellence.

Key Responsibilities

HR Leadership

  • Lead and manage the local HR team to deliver effective HR and administrative support.
  • Provide coaching, guidance, and professional development to HR team members.
  • Partner with senior management to align HR initiatives with business objectives.

HR Operations & Compliance

  • Ensure compliance with Indonesian labor laws and employment regulations.
  • Manage employment contracts, employee records, and HR documentation.
  • Oversee payroll coordination, employee benefits administration, and statutory contributions including BPJS Kesehatan and BPJS Ketenagakerjaan.
  • Develop and implement HR policies, procedures, and best practices.

Recruitment & Talent Acquisition

  • Lead recruitment for professional and technical roles, particularly in engineering and project-based environments.
  • Work with department heads on workforce planning and hiring needs.
  • Develop recruitment strategies to attract skilled talent in the engineering and data centre sectors.

Employee Relations

  • Manage employee relations matters including grievances, disciplinary actions, and workplace investigations.
  • Provide HR guidance to managers on people-related issues.
  • Promote a positive workplace culture and employee engagement.

Performance Management & Development

  • Implement and manage performance appraisal processes.
  • Support management in establishing KPIs and employee development plans.
  • Identify training and development needs across the organization.

Compensation & Benefits

  • Support compensation planning and ensure competitive salary structures.
  • Manage employee benefits programs and coordinate payroll processes with Finance.

Administration Management

  • Oversee office administration, facility management, and general administrative operations.
  • Ensure efficient day-to-day administrative support for the Batam office.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related discipline.
  • Minimum 710 years of HR experience, including leadership experience managing an HR team.
  • Experience in engineering, construction, infrastructure, or data centre industries.
  • Strong knowledge of Indonesian labor laws and HR regulations.
  • Proven experience supporting recruitment for engineering or technical teams.
  • Excellent leadership, communication, and interpersonal skills.
