General Information
- Job Title:HR Business Partner - Plant
- Role Type:People Manager
- Work location: Cikarang
- Reporting lines: Solid line to HR Director and dotted line to Plant Director
Job Purpose
To serve as a strategic HR business partner and trusted advisor to the plant leadership team, co-developing and executing people strategies that align with Menarini Tech Ops objectives. This role manages site HR operations, drives HR operational excellence, workforce capability development, and a high performance culture to ensure a compliant, safe, and highly engaged workforce.
Key Responsibilities
1. Business Partnering & People Strategy
- Strategic Alignment: Partner with plant leadership to align people strategies with operational throughput, productivity goals, and long-term Tech Ops objectives.
- Organizational Design: Assess plant organizational structures and workforce to improve operational efficiency, employee performance, and support production needs.
- Consultation: Act as a trusted advisor to managers, offering practical advice on employee matters including but not limited to workforce planning, performance & compensation management, capability building and legislative compliance requirements.
2. Manpower Planning & Budgeting
- Workforce Forecasting & Budgeting: Work with Supply Chain to analyze annual production planning and schedules to determine headcount requirements and manage the annual labor budget.
- HC & Workforce KPI Reporting: Generate and analyze regular Headcount (HC) reports and Workforce KPI reports to monitor active staffing levels and track agreed metrics.
- Shift & Labor Optimization: Advice on shift scheduling and resource deployment to optimize labor costs and ensure operational continuity.
2. Capability Building Talent & Performance Management
- Talent Management & Succession Planning: Conduct talent reviews and drive succession planning for critical manufacturing roles.
- Onboarding & Orientation: Conduct comprehensive general orientation for new employees to ensure a smooth integration into the plant environment.
- Talent Acquisition: Partner closely with Talent Acquisition to drive recruitment strategies, candidate selection and evaluate candidate salary proposals to ensure timely hiring.
- Compensation & Benefits: Partner closely with Total Rewards on annual performance management, compensation and benefits review, and payroll.
- Training & Capability Building: Identify site capability needs, manage and facilitate soft skills training programs, including but not limited to leadership development, company values, and the Code of Conduct.
3. HR Services & Operations
- Process Execution & Compliance: Oversee daily HR operations (time tracking, payroll inputs, leave management) ensuring compliance with local labor laws and industry standards (e.g., GMP).
- Policy & ISO Compliance: Ensure company HR policies and Standard Operating Procedures (SOPs) are regularly updated and strictly aligned with prevailing laws and ISO certifications.
- Continuous Improvement: Drive the optimization of HR workflows to improve the efficiency of HR service delivery.
4. Employee Relations & General Affairs
- Employee & Industrial Relations: Manage workplace investigations, grievance handling, and relationships with employee councils/unions.
- Facility & EHS Support: Oversee General Affairs functions (cafeteria, transportation, security) and partner with the EHS team to promote workplace safety.
- Employee Engagement: Design and execute employee engagement initiatives that foster an inclusive, high-morale, and safe workplace culture.
Qualifications
- Bachelor's degree in Human Resources, Psychology, Business Administration, Law, Industrial Engineering or related field.
- Minimum 8–10 years of progressive HR experience, including at least 3–5 years in a managerial role within manufacturing or plant environment (Pharmaceutical, FMCG or Chemical preferred).
- Strong experience across Organization Development, Workforce Budgeting & Planning, Employee Relations, Compensation & Benefits, Performance & Talent Management, HRIS, HSE and HR Operations.
- Sound knowledge of Indonesian Labor Law and HR compliance.
- Proven ability to lead and engage effectively with stakeholders across all organizational levels.
- Strong communications, analytical and problem-solving skills.
- Prior experience with regional or multinational organizations is highly desirable.
- Fluent in Bahasa Indonesia and English (spoken and written).
