Job Description

The HSSE Audit, Investigation & Emergency Response (ERT) Specialist is responsible for leading HSSE assurance activities, including audits, incident investigations, emergency preparedness, and continuous improvement initiatives. The role supports the effective implementation of HSSE management systems, strengthens risk controls, and enhances HSSE performance across EPC projects, O&M operations, and corporate functions.

Key Responsibilities

1. HSSE Audit & Assurance Governance

  • Develop and implement risk-based HSSE assurance programs, including audits, compliance assessments, and verification activities across projects, operations, and corporate functions to evaluate compliance with company standards, client requirements, regulatory obligations, and recognized HSSE frameworks.
  • Identify improvement opportunities, monitor corrective action implementation and effectiveness, and support readiness for client audits, regulatory inspections, and external assurance activities.

2. Incident Investigation & Learning Management

  • Lead and facilitate incident investigations, including high-risk events and near misses, using structured investigation methodologies and root cause analysis to identify immediate, contributing, and underlying organizational factors.
  • Develop corrective and preventive actions, monitor implementation, and ensure lessons learned and incident trend analysis are integrated into HSSE programs and operational practices to prevent recurrence.

3. Emergency Response Team (ERT) Governance

  • Develop and maintain the Emergency Response governance framework, including standards, procedures, competency requirements, training, drills, and readiness assessments to ensure effective emergency preparedness.
  • Support projects and operations in emergency response planning, evaluate ERT performance, and coordinate with internal and external stakeholders to strengthen crisis management and business continuity readiness.

4. HSSE Management System Improvement

  • Drive continuous improvement of the HSSE Management System by leveraging assurance findings, incident investigations, operational feedback, and emerging risk analysis.
  • Provide recommendations to HSSE leadership to address recurring gaps, strengthen risk controls, and foster a continuous learning culture across the organization.

Requirements

  • Bachelor's degree in Engineering, Occupational Safety, Environmental Science, or a related discipline.
  • Minimum 5–10 years of HSSE experience in EPC, construction, oil & gas, energy, mining, or industrial environments.
  • Certifications or demonstrated competency / certified in Incident Investigation and Root Cause Analysis, Emergency Response, and AK3 Umum
  • Strong knowledge of HSSE Management Systems and their application within EPC, construction, oil & gas, energy, mining, or industrial operations.
  • Proven experience in conducting HSSE audits, compliance assessments, incident investigations, and root cause analysis.
  • Experience in developing or managing Emergency Response Team (ERT) programs, emergency preparedness, and drills.
  • Strong experience supporting projects with cross-functional stakeholders; exposure to clients, contractors, and external auditors is an advantage.
