About Kirby South East Asia
Kirby South East Asia started its operation in 2008 with its 50,000 MT annual capacity plant in Vietnam. In its few years of operation Kirby SEA has designed and supplied various buildings in Vietnam, Singapore, Thailand, Malaysia, Philippines, Indonesia, Cambodia, Laos, Australia, Bangladesh and Myanmar markets. Kirby South East Asia is a wholly owned subsidiary of Kirby International.
Responsibilities
- HSE Data Consolidation & Reporting:
- HSE Closeout Report Preparation: Compile the final HSE performance report, covering total safe man-hours, incident statistics (LTI, TRIR, Near Miss), audit findings, and daily/monthly safety statistical records.
- Demobilization Protocols: Oversee and document the safe demobilization process for personnel, heavy equipment, hazardous materials (B3), and temporary facilities within the project area.
- Document Archiving: Ensure all work permits (PTW), equipment calibration certificates, personnel training/certification records, and inspection reports are neatly filed, both digitally and physically.
- Site Handover & Remediation:
- Final Inspection & Punch List: Conduct HSE walkthroughs with the client/project owner to identify any remaining OHS hazards before the area is handed over.
- Environmental Remediation: Ensure the project area is free from hazardous waste (B3) and construction debris, and restore environmental conditions in accordance with AMDAL/UKL-UPL agreements.
- Resolution of Findings (Handover Findings): Ensure all records (findings) or non-conformities identified during safety audits throughout the project have been resolved (closed out).
- Audit & Regulatory Compliance:
- Regulatory Compliance Verification: Ensuring the completion of all periodic OHS reporting obligations to relevant authorities (such as P2K3 reports to the Manpower Office or environmental reports to the Environmental Agency).
- Safety Rating Review: Preparing baseline data for the client's HSE performance evaluation of vendors/contractors.
- Lessons Learned & Handover Presentation:
- Lessons Learned Session: Conducting and documenting discussion sessions regarding challenges, successes, and safety-related insights gained during the project.
- Handover Presentation: Presenting a summary of HSE achievements during the project closure meeting with management and the client.
Qualifications
- Diploma (D3/D4) or Bachelor's Degree (S1) in any major
- Minimum 3 years of experience as an HSE Safety Coordinator and 2 years as an HSE Officer, or 5 years as an HSE Safety Coordinator.
- Minimum certification:
- General OHS Expert (Ahli K3 Umum/AK3U) from the Ministry of Manpower (Kemnaker)
- Construction OHS Expert certification (Kemnaker/BNSP) is a plus.
- Industry experience:
- Civil works (high-rise buildings) and steel structures;
- Knowledge of HSE documentation and reporting from the initial construction stage through to project closeout;
- Familiarity with CSMS documents and the process of compiling documentation for project closure.
- Communication in English and local language proficiency
