Job Summary

The HSE Officer is responsible for daily on-site monitoring and enforcement of health, safety, and environmental standards within assigned operational areas. This role requires maintaining an active field presence to oversee high-risk activities, verify Permit-to-Work (PTW) compliance, conduct thorough site inspections, and enforce zero-tolerance safety policies. The ideal candidate will foster a strong safety culture through active toolbox talks, incident reporting, site hazard identification, and emergency response support.

Job Description:

  • Conduct daily field monitoring to ensure strict implementation of Safe Work Procedures, approved Risk Assessments, and site operational controls.
  • Maintain a continuous presence on the field to verify work conditions, worker behavior, permit compliance, housekeeping, and access control.
  • Monitor critical and high-risk activities, including lifting, hot work, confined space entry, working at height, pressure testing, energization, simultaneous operations (SIMOPS), and load-out operations.
  • Ensure all tools, equipment, scaffolding, lifting gear, and emergency equipment are properly inspected, tagged, and fit for purpose.
  • Endorse and verify Permit-to-Work (PTW) requirements within assigned operational areas per approved authority levels.
  • Review the quality, validity, and completeness of field-level risk assessments, HIT Cards, inspection forms, PTW attachments, and tags (including QR codes, Scafftags, and color codes).
  • Verify that work crews fully understand associated hazards, controls, and safe work requirements prior to commencing tasks.
  • Actively participate in daily work planning briefings, toolbox talks, and pre-task discussions.
  • Promote HSE initiatives, including the CARE CARD program, i-START initiatives, and monthly/quarterly HSE campaigns.
  • Encourage open safety reporting among workers regarding unsafe acts, conditions, and opportunities for improvement.
  • Collaborate with supervisors, construction personnel, and department leaders to ensure smooth and safe execution of daily tasks.
  • Apply a zero-tolerance policy toward safety violations and enforce the 12 Non-Compromising Rules. Escalate violations as potential incidents/code of conduct breaches.
  • Promptly report all incidents, near-misses, unsafe acts, and hazards in accordance with company standards.
  • Assist in initial incident response, scene preservation, evidence collection, and follow-up on corrective action close-outs.
  • Report deteriorating facility conditions, structural safety issues, or damaged infrastructure immediately.
  • Complete daily inspection reports and checklists accurately and on time, performing additional operational duties as assigned by management.

Qualifications:

  • Diploma or Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related technical discipline.
  • Min. 3+ years of hands-on experience as an HSE Officer in oil & gas, fabrication, heavy manufacturing, construction, or industrial plant environments.
  • Proven experience in overseeing high-risk activities (hot work, lifting operations, working at height, confined space entry, SIMOPS, and energization).
  • Strong knowledge of Permit-to-Work (PTW) systems, Job Safety Analysis (JSA), field risk assessments, and color-coding/tagging systems (Scafftags, QR codes).
  • Strong observation skills to identify subtle hazards, control gaps, and unsafe behavioral trends.
  • Excellent interpersonal skills and good English communication (writing & speaking)
