Arkad is a growing alternative hydrocarbon feedstocks and circular materials company. We produce Tire Pyrolysis Oil (TPO) and Recovered Carbon Black (rCB) from end-of-life tires (ELT) through a thermochemical recycling process, supplying global energy and industrial customers.
As Arkad scales its operations and prepares to commission its first production facility, we are looking for an HSE Officer to build and uphold the health, safety, and environmental standards that keep our people, our plant, and our operations safe.

Role Summary
The HSE Officer is responsible for the day-to-day delivery of health, safety, and environmental compliance across Arkad's plant — covering the tank farm, process area, and logistics activities. You will be the on-the-ground custodian of safe work practices, ensuring the site stays audit-ready and that safety discipline is built into operations from commissioning through ramp-up.
This is a hands-on field role. You will spend your time in the plant, not behind a desk — inspecting, coaching, and holding contractors and workers to standard. As Arkad approaches commissioning and operational start-up, you will help establish the HSE systems and culture that the business will run on for years to come.

Main Responsibilities
1. Daily HSE Compliance & Inspection
- Conduct daily HSE inspections across all plant areas — tank farm, process area, and logistics
- Ensure ongoing compliance with site safety standards and procedures
- Monitor and enforce safe work practices on the ground
2. Risk Assessment & Work Permits
- Prepare and review HIRARC, JSA, and LOTO documentation
- Manage the permit-to-work system
- Identify hazards and drive corrective action before incidents occur
3. Incident Management
- Handle incident and accident investigations
- Prepare and track Corrective and Preventive Actions (CAPA)
- Maintain incident records and reporting
4. Safety Culture & Training
- Lead toolbox meetings and deliver safety coaching to all workers
- Promote a proactive safety culture across the site
- Coordinate emergency response and safety drills
5. Contractor & Environmental Compliance
- Monitor contractor safety compliance
- Ensure environmental compliance — waste, emissions, and spill control
- Support regulatory and audit requirements
Qualifications & Requirements
Education
- Diploma (D3) or Bachelor's degree (S1) in Occupational Health & Safety (K3), Environmental Engineering, or a related field
- Ahli K3 Umum (AK3U) certification is strongly preferred
Core Competencies
- Solid knowledge of Indonesian HSE regulations — K3, SMK3, Permenaker, and PP 50/2012
- Familiarity with permit-to-work systems, accident investigation, and toolbox meetings
- Trained in HIRARC, JSA, Emergency Response, Firefighting, and First Aid
Relevant Experience
- 2–5 years in an HSE / EHS role within an industrial environment
- Experience managing safety in oil & gas, chemical, or tank farm operations
- Comfortable working in plant and construction site environments — field-based, not purely desk-based
- Experience supporting commissioning or operational start-up is a plus

Preferred
- Experience in early-stage or start-up industrial plants
- Experience through commissioning and operational ramp-up
- Familiarity with the Indonesian regulatory and audit ecosystem for industrial operations
- Experience with hazardous materials (B3) handling, storage, and logistics
