About the Role
We are looking for a senior leader to drive the Public Financing Division, with a strong focus on infrastructure financing across government-related sectors, including ministries, regional governments, SOEs, and BLU (Badan Layanan Umum).
This role is responsible for shaping financing strategies, leading complex transactions, and strengthening engagement across the public sector ecosystem, while ensuring alignment with Indonesia's fiscal framework and national development priorities.
Key Responsibilities
- Lead the development and execution of financing strategies for public sector and infrastructure projects.
- Oversee end-to-end financing processes, including origination, structuring, approval, and execution.
- Structure and review indicative term sheets, financing memos, and complex financing arrangements (including project finance and syndicated loans).
- Act as a key liaison with government stakeholders, including Ministry of Finance, line ministries, regional governments, SOEs, and BLU institutions.
- Provide financial advisory to public sector entities, including BLU and local governments, on financing structures, liquidity management, and capital strategies.
- Monitor and interpret developments in state financial policies (APBN), fiscal regulations, and macroeconomic trends, translating them into actionable financing strategies.
- Lead negotiations for financing transactions, including restructuring initiatives.
- Ensure effective implementation of risk management, credit assessment, and compliance frameworks in line with regulatory and state audit requirements.
- Drive portfolio growth while maintaining prudent risk management and alignment with company objectives.
- Lead and develop a high-performing team, ensuring strong execution and accountability.
Qualifications & Requirements
- Bachelor's or Master's degree in Finance, Economics, Business, Public Policy, Law, or related field.
- Minimum 10–15 years of experience in financial services, with strong exposure to infrastructure/project financing or public sector financing.
- Proven experience engaging with government institutions, including ministries, regional governments, SOEs, and BLU (Badan Layanan Umum).
- Strong understanding of Indonesia's fiscal framework, including APBN mechanisms.
- Hands-on experience in structured finance, project finance, and/or syndicated loans.
- Strong expertise in financing structuring, term sheets, and credit evaluation.
- Solid understanding of regulatory, compliance, and risk management frameworks.
- Established network within government institutions (e.g., Ministry of Finance, Bappenas, or related stakeholders) is a strong advantage.
- Proven leadership experience managing teams and complex, multi-stakeholder transactions.
- Strong communication, negotiation, and stakeholder management skills in Bahasa Indonesia and English.
Preferred Certifications
• Risk Management Certification (BSMR/LSPP – minimum Level 5)
• Certifications in infrastructure financing or Public-Private Partnerships (PPP) are a plus
