With an integrated approach covering land acquisition, master planning, infrastructure development, construction, and long-term asset management, the company is currently developing a flagship coastal destination comprising luxury hotels, private villas, commercial facilities, and supporting infrastructure. The project requires experienced engineering leadership to ensure world-class infrastructure delivery, operational readiness, and long-term sustainability.

Job Role

The Head of Infrastructure is a senior leadership position responsible for directing the complete delivery of all civil infrastructure and utility systems across a large-scale integrated resort development. This role oversees the full infrastructure lifecycle, including planning, engineering review, construction execution, commissioning, operational handover, contractor management, budget control, quality assurance, safety compliance, and project risk management.

Working closely with executive management, consultants, contractors, and cross-functional project teams, the successful candidate will ensure all infrastructure packages are delivered safely, efficiently, and in accordance with the overall master development plan while supporting the long-term operational success of the development.

Key Responsibilities

  • Lead the end-to-end delivery of civil infrastructure and utility packages, ensuring projects are completed safely, on schedule, and aligned with the overall development masterplan.
  • Review engineering surveys, technical designs, specifications, and construction documentation to identify constructability issues, technical conflicts, and project risks before execution.
  • Develop, manage, and monitor infrastructure schedules, budgets, procurement activities, project risks, and overall delivery performance.
  • Lead and coordinate multiple contractors, consultants, quantity surveyors, and specialist subcontractors across simultaneous infrastructure work packages.
  • Establish and enforce quality assurance, quality control, health, safety, and environmental (HSE) standards throughout all construction activities.
  • Oversee the commissioning and testing of electrical, water supply, drainage, CCTV, communications, and other utility systems before operational handover.
  • Monitor project progress, contractor performance, cost control, procurement dependencies, and delivery risks while implementing corrective actions when required.
  • Prepare regular executive reports covering project schedules, budgets, construction progress, quality metrics, risks, and key project decisions.
  • Build, mentor, and lead the infrastructure delivery team while promoting collaboration across engineering, procurement, finance, and operations functions.
  • Ensure complete project close-out through accurate as-built documentation, testing records, warranties, commissioning reports, and operational handover documentation.

Candidate Requirements


  • Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline.
  • Minimum 10 years of experience delivering large-scale civil infrastructure projects involving multiple procurement and construction work packages.
  • Minimum 3 years of experience in a senior leadership role managing complex infrastructure developments such as integrated townships, master-planned residential estates, industrial parks, transport infrastructure, hospitality developments, or mixed-use projects.
  • Strong hands-on experience managing earthworks, roads, drainage systems, stormwater infrastructure, retaining structures, slope stabilization, and site-wide utility installations.
  • Solid understanding of construction methodologies, geotechnical considerations, structural risks, contractor performance management, project scheduling, and quality assurance.
  • Demonstrated experience coordinating utility infrastructure, including electrical distribution, water systems, CCTV, telecommunications, and related services.
  • Proficiency in project scheduling software such as Microsoft Project or Primavera P6, with the ability to review engineering drawings prepared using AutoCAD and Civil 3D.
  • Strong leadership, stakeholder management, decision-making, contractor coordination, and problem-solving capabilities.
  • Professional fluency in spoken and written English is required to communicate effectively with international stakeholders and prepare technical reports.
  • Willingness to be based full-time on-site in South Lombok, Indonesia.
