PURPOSE OF THE POSITION
Lead WWF-Indonesia's organization-wide Planning, Monitoring, Evaluation, and Learning (PMEL), impact measurement, and program quality systems to ensure credible conservation outcomes, adaptive management, donor and Government of Indonesia compliance, and evidence-based decision-making across all conservation portfolios.
The position drives institutional accountability, learning, and performance excellence across Forest & Wildlife, Marine & Fisheries, and Climate & Market Transformation programs while strengthening WWF-Indonesia's reputation as a results-driven conservation organization.
ROLES & RESPONSIBILITIES
A. Strategic Leadership & Governance
- Serve on the Senior Management Team; contribute to organizational strategy, conservation effectiveness, risk management and resource allocation.
- Lead development and institutionalization of PMEL and program quality frameworks, standards, KPIs, policies, and strategic approaches aligned with WWF Global frameworks and national conservation priorities.
- Provide strategic leadership for organizational impact measurement system aligned with the organization's strategic plan and donor requirements including results frameworks, KPIs, theories of change, and portfolio performance tracking.
- Ensure PMEL systems support adaptive management, evidence-based decision-making, accountability, and organizational learning.
- Establish and oversee organization-wide quality assurance mechanisms across all conservation portfolios and donor-funded programs.
- Promote a culture of reflection, innovation, continuous improvement, and learning across the organization.
B. Technical Oversight & Quality Assurance
- Provide technical leadership and technical oversight on results-based management methodologies including theories of change, logframes, indicator frameworks, evaluation design, and mixed-method approaches.
- Ensure methodological rigor, consistency, and data integrity across all conservation portfolios and projects.
- Review and approve program PMEL plans, evaluation frameworks, data collection tools, and quality assurance protocols.
- Lead or commission independent evaluations, impact assessments, learning reviews, and evidence synthesis to strengthen conservation effectiveness.
- Provide quality assurance for all donor-funded projects, ensuring technical excellence, financial accountability, and compliance with contractual obligations.
- Promote innovation and adoption of emerging approaches, technologies, and best practices in conservation monitoring and evaluation.
C. Grants, Compliance & Contract Management
- Oversee grant, contract, and grantee management systems to ensure compliance with donor agreements, organizational policies, and government regulations.
- Ensure timely, high-quality donor reporting, deliverables, and audit readiness across all programs.
- Coordinate closely with Finance, Legal, People & Culture, and Operations functions to strengthen institutional compliance and risk management.
D. Data System, Reporting & Communication
- Lead organizational data governance, management systems, and performance dashboards to support timely analysis and decision-making.
- Oversee the production of high-quality reports, donor deliverables, learning products, impact stories and evidence summaries.
- Ensure secure, ethical and transparent management of program and community data in accordance with safeguarding and data protection standards.
- Communicate conservation outcomes and organizational impact effectively to donors, government counterparts, partners, and public audiences.
E. Capacity Development & Knowledge Management
- Strengthen PMEL and program quality capacity across WWF-Indonesia and partner organizations through training, mentoring, tools, templates, and technical support.
- Lead institutional knowledge capture and dissemination: best practices, case studies, policy briefs and learning events tailored to WWF Indonesia stakeholders.
- Institutionalize mechanisms for feedback loops between field teams, technical leads and senior management.
- Represent the PMEL function in senior leadership discussions and planning processes.
F. Partnership & Representation
- Maintain strategic relationships with GoI, donors, foundations, universities, research institutions, and civil society partners.
- Represent WWF-Indonesia in national forums and donor meetings related to PMEL, conservation impact, evidence systems, and program quality.
- Actively engage with WWF Network communities of practice and contribute to organizational and network-wide learning initiatives.
G. People Management, Culture & Resource Stewardship
- Lead and develop a high-performing PMEL Unit; provide coaching, mentoring, and performance management.
- Foster innovation, collaboration, accountability, DEI, safeguarding, and continuous learning.
- Lead workforce planning, budgeting, and resource optimization aligned with WWF values.
