Job Description
Our client, a reputable gold mining company operating in North Sulawesi,
Indonesia, is seeking a seasoned and decisive Head of HSE to lead safety
governance across complex open pit and underground operations. This is a
senior leadership mandate requiring a professional who combines deep
technical expertise with the authority and presence to drive a genuine
zero-harm culture.
Duties & Responsibilities
- Ensure full compliance with all HSE regulations, mining safety
standards, and company policies.
- Lead the development, implementation, and monitoring of an
integrated OHS Management System across open pit and underground
operations.
- Drive proactive risk management programs and promote a zero-harm
safety culture at all organizational levels.
- Lead and oversee incident investigations, conduct root cause
analysis, and ensure timely corrective and preventive actions.
- Develop and execute emergency response plans, crisis management
strategies, and safety training programs to ensure operational
readiness.
- Coordinate safety audits, inspections, and performance reviews to
drive continuous improvement.
- Actively participate in mine planning and operational design reviews
to integrate safety considerations from the conceptual stage.
- Serve as the primary liaison with regulatory authorities, external
auditors, and corporate HSE teams.
- Build and mentor a competent OHS team to uphold high safety
standards across all operations.
- Support leadership in embedding a strong safety mindset throughout
all levels of the organization.
Qualifications
REQUIREMENTS
- Bachelor's degree in Mining Engineering, Occupational Health &
Safety, Environmental Engineering, or a related discipline.
- Minimum 15 years of professional experience in mining operations,
with at least 5 years in a senior OHS managerial role (gold mining
Experience Strongly Preferred).
- Proven experience in both open pit and underground mining
environments. UG experience would be an advantage.
- In-depth knowledge of Indonesian mining safety regulations and
international frameworks (ISO 45001, SMKP Minerba, ICMM, DSMP).
- Recognized certifications such as Ahli K3 Umum and minimum POM
(ESDM) are required; POU would be an advantage.
- Demonstrated ability to lead multidisciplinary safety teams and
implement risk-based safety management systems.
- Experience in emergency response planning and crisis management.
- Strong leadership, communication, and stakeholder management skills.
- Excellent command of English, both written and spoken.
- Resilient, decisive, and capable of operating in high-pressure,
complex mining environments.
- Awareness of corporate safety and environmental standards.
