Job Role

The Head of Human Resources is a senior leadership role responsible for overseeing the organization's full-spectrum human resources and general administration functions. This position combines strategic HR leadership with hands-on operational execution across talent acquisition, compensation and benefits, payroll, industrial relations, employee engagement, organizational development, HR compliance, and HR systems.

Working closely with executive leadership, the successful candidate will lead the HR and GA teams while developing scalable people strategies, strengthening organizational capabilities, ensuring compliance with Indonesian employment regulations, and supporting business growth through effective workforce planning and operational excellence.

Key Responsibilities

  • Develop and execute comprehensive HR strategies aligned with organizational goals and long-term business growth.
  • Lead end-to-end HR operations, including recruitment, onboarding, performance management, employee lifecycle management, compensation and benefits, payroll, learning and development, and employee engagement.
  • Oversee industrial relations, ensuring compliance with Indonesian labor regulations while managing employee relations, grievance handling, disciplinary matters, and dispute resolution.
  • Build and implement competitive compensation structures, performance appraisal frameworks, incentive programs, and salary benchmarking initiatives.
  • Ensure accurate payroll processing and compliance with statutory obligations, including taxation, BPJS, and other employment-related requirements.
  • Lead workforce planning, succession planning, organizational development, and change management initiatives.
  • Develop HR policies, standard operating procedures, employee handbooks, and governance frameworks to support business operations.
  • Drive HR digitalization initiatives, including HRIS optimization, payroll systems, reporting, and people analytics.
  • Oversee General Affairs (GA) operations, including office administration, facilities management, vendor coordination, workplace safety, and administrative budgeting.
  • Build, mentor, and develop a high-performing HR & GA team while establishing performance objectives, coaching, and career development plans.
  • Collaborate with executive leadership and business stakeholders to provide strategic HR advisory and organizational support.
  • Represent the organization in employment-related matters with government institutions, regulatory authorities, and external stakeholders where required.

Candidate Requirements


  • Bachelor's degree in Human Resources, Business Administration, Law, Management, or a related discipline.
  • Professional HR certifications such as SHRM, HRCI, or equivalent are considered an advantage.
  • Minimum 10 years of progressive Human Resources experience, including at least 5 years in senior HR leadership positions with responsibility for end-to-end HR functions.
  • Minimum 5 years of experience within fintech, financial services, digital lending, banking, or other regulated financial industries.
  • Proven experience leading HR Operations, Compensation & Benefits, Employee Relations, Organizational Development, Talent Acquisition, Payroll, Learning & Development, and HR Compliance.
  • Strong knowledge of Indonesian employment regulations, industrial relations, payroll administration, taxation (PPh 21), BPJS administration, and statutory compliance.
  • Experience implementing HR strategies, organizational transformation, change management, and HR digitalization initiatives.
  • Strong understanding of HRIS platforms, payroll systems, workforce analytics, and people reporting.
  • Excellent leadership, stakeholder management, communication, negotiation, coaching, and conflict resolution skills.
  • Strategic mindset with the ability to translate business objectives into effective people strategies while remaining hands-on in operational execution.
  • Highly organized, analytical, proactive, and capable of managing multiple priorities within a fast-paced business environment.
  • Professional fluency in spoken and written English is required. Proficiency in Mandarin is considered a strong advantage.
