Our client is a rapidly growing property development group in Indonesia specializing in residential township projects and large-scale housing developments. The organization focuses on developing both subsidized and commercial housing segments, supported by strong coordination with national banking institutions to ensure mortgage (KPR) pipeline efficiency and fast cash-flow realization.

With multiple ongoing township projects spanning large land areas, the company operates in a high-volume, fast-turnover development model where operational discipline, financial structuring, and banking execution speed are critical success factors. As the organization scales its multi-project portfolio, it is strengthening its corporate operational structure by building a more disciplined, cross-functional leadership framework across sales administration, mortgage processing, collections, and legal functions.

Job Role

The Head of Business Operations will be responsible for leading and integrating all end-to-end operational functions within the company's property development business. This role oversees the full lifecycle of property transactions, from booking and customer screening through KPR approval, legal processing, and final unit handover, ensuring smooth execution across multiple concurrent projects.

The position serves as a key operational leader bridging internal departments and external banking partners, with a strong focus on accelerating mortgage approvals, enforcing SLA discipline, and optimizing cash-flow realization. This role is ideal for experienced real estate or banking professionals who have deep exposure to housing development operations, mortgage (KPR) workflows, and large-scale multi-project property execution environments.

Key Responsibilities

  • Lead and integrate cross-functional operational teams including Sales Administration, KPR Processing, Collections, and Legal to ensure seamless end-to-end workflow execution.
  • Oversee the full property transaction lifecycle from booking, pre-screening, and documentation through to mortgage approval, legal processing, and unit handover.
  • Manage and develop a high-performing operations department, ensuring performance discipline, accountability, and productivity across all teams.
  • Strengthen KPR pipeline efficiency by improving approval rates, reducing bottlenecks, and ensuring optimal alignment with banking partner requirements.
  • Coordinate closely with banks and financial institutions to ensure SLA compliance, faster approval cycles, and improved mortgage conversion rates.
  • Oversee customer financial screening processes to minimize rejection risk and improve bank submission quality.
  • Supervise legal coordination with notaries for PPJB preparation, land documentation, and mortgage agreement execution (Akad Kredit).
  • Monitor housing stock availability, booking flow, and collection timelines to ensure strong liquidity and operational balance.
  • Provide structured reporting and operational performance analysis to senior leadership, including booking-to-akad conversion rates and pipeline efficiency.
  • Recommend strategic improvements to pricing, sales structure, and financing schemes based on operational data insights.
  • Act as the key liaison between the company and banking partners for mortgage pipeline optimization and operational alignment.

Requirements


  • Minimum Bachelor's Degree (S1) in Management, Accounting, Finance, Business Administration, Law, or related disciplines from a reputable university.
  • Minimum 10+ years of professional experience in real estate development, property operations, or housing finance-related industries.
  • Proven experience operating at Head of Department (HoD) or senior operational leadership level.
  • Strong background in residential property development, ideally handling multi-project portfolios with large-scale township developments (20+ hectares per project preferred).
  • Experience managing end-to-end property transaction workflows from booking to handover.
  • Strong exposure to mortgage (KPR) processes, ideally with prior experience in both property developer operations and banking (Relationship Manager or mortgage lending background is highly preferred).
  • Deep understanding of housing finance processes, bank approval mechanisms, and credit structuring (especially KPR Subsidi and commercial housing products).
  • Strong knowledge of real estate legal workflows including PPJB, land title processing, and Akad Kredit procedures.
  • Proven ability to manage cross-functional teams and enforce operational discipline in high-volume environments.
  • Strong analytical, reporting, and performance tracking capabilities with attention to SLA and process efficiency.
  • Strong leadership presence, decision-making ability, and ability to operate under high operational pressure.
  • Basic to professional English proficiency for reporting, data analysis, and executive communication.
