JOB RESPONSIBILITIES
1) Head of Compliance & Internal Control
- Assists the Chief Compliance Officer in fulfilling his roles and responsiblities effectively.
- Formulates and implement the bank's compliance framework and relevant compliance policies, procedures and manuals (PPMs).
- Develops a compliance strategy through a risk-based compliance work plan and ensure completion of the work plan.
- Provides governance on compliance risk management to support the Board and senior management in overseeing and monitoring compliance to meet regulatory expectations.
- Provides compliance advisory to the Board and Senior Management, including insights into regulatory trends and regulatory matters.
- Leads a team of compliance professionals to ensure alignment with the bank's compliance risk management's objectives.
- Acts as the liaison officer with the regulators and banks association, such as Bank Negara Malaysia, Perbadanan Insurans Deposit Malaysia (PIDM) and Association of Banks in Malaysia.
- Conduct compliance review on the bankwide PPMs to reflect latest regulatory and parent bank's requirements.
- Establish, undertake and oversee the performance of the compliance function, which includes identification, assesment and monitoring and reporting of compliance and Money Laundering/Terrorism Financing/Sanction risks.
- Undertake the roles of provision of advisory and guidance and organize compliance trainings.
- Establish, review and oversee the management of new products, outsourcing arrangements, connected parties transaction management, single counterparty exposure limit, customer information (including personal data protection).
- Undertake adhoc assignments, other duties and responsibilities as may be assigned by the Management from time to time.
JOB REQUIREMENTS
- At least a Bachelor Degree or other relevant professional qualifications.
- At least ten (10) years of experience in compliance and/or related functions such as audit/risk management in financial institution.
- Strong knowledge in Bank Negara Malaysia's rules and regulations and other prevailing laws governing the banking institutions, with leadership skill, analytical skill, communication skill and computer literate.
- Relevant professional accreditation in compliance fields.
- Mature, pleasant personality with good disposition.
- Conversant in English and/or Chinese.
- Capability in working independently.
- Capability in performing multiple tasks within a tight schedule.
2) Manager/Deputy Manager, AML/CFT
- Execute daily AML/CFT/CPF/Sanction operations in a timely manner including KYC reviews, transaction monitoring alerts, sanction name list management in accordance with the requirements of Bank Negara Malaysia and the Parent Bank.
- Execute annual AML/CFT/CPF/Sanction work plan in a timely manner including compliance testing, product AML risk assessment, parameter reviews and revise the Bank's AML/CFT/CPF/Sanction related procedures.
- Timely attend to periodic and ad-hoc reporting requests from regulators and the Parent Bank.
- Prepare AML/CFT/CPF/Sanction periodic reports for submission to the Senior Management Committee, AML/CFT Committee, Board Committee and/or the Board of Directors.
- Attend to enquiries and requests for documents/information from Law Enforcement Agencies (LEA).
- Assists in coordinating and conducting AML/CFT/CPF/Sanction training sessions for relevant departments/branches/staff.
- Assists to promote compliance awareness among staff by sharing best practices, AML related updates and Newsletter.
- Propose and support system enhancements (e.g. BRAINS, STORMS) to improve existing processes, perform system review, optimizations, upgrades and perform User Acceptance Testing (UAT).
- Undertake and complete any ad-hoc assignments as assigned by the Head of Department and / or Senior Management.
JOB REQUIREMENTS
- Bachelor Degree and professional qualification in Business, Science Analytic or related discipline.
- At least 6 - 8 years of banking industry experience in AML/CFT related field.
- Possess relevant knowledge of AML/CFT & Sanction.
- Professional qualification in AML/CFT will be added advantage
- Good interpersonal and communication skills, with the ability to interact with branches/ business departments.
- Conversant in English and Mandarin. Proficiency in Mandarin shall be an added advantage while handling documentations for Head Office in China.
