1. Government Relations & External Affairs
- Lead the Company's government relations and external affairs strategy in North Maluku.
- Establish and maintain strategic relationships with the North Maluku Provincial Government and relevant government institutions, particularly stakeholders based in Ternate and other key administrative centers.
- Serve as a senior point of contact between the Company and provincial, regional, and relevant central government authorities.
- Represent the Company professionally in government engagements, official meetings, and stakeholder forums.
- Build and maintain a structured government and stakeholder engagement network to support the Company's long-term development objectives.
2. Regulatory, Environmental & Forestry Affairs
- Lead and coordinate government engagement relating to key regulatory, environmental, forestry, and land-use matters affecting the Company's operations and development.
- Provide strategic coordination and support on Forest Area Utilization Permit / PPKH matters, including relevant government approvals, obligations, monitoring, and follow-up actions.
- Coordinate with relevant internal functions and government authorities on RKL-RPL / RKL-PL implementation, reporting, monitoring, and related environmental obligations.
- Support and coordinate matters relating to AMDAL, including regulatory engagement, approval processes, amendments, compliance obligations, and follow-up with relevant authorities.
- Monitor regulatory developments relating to forestry, environmental management, mining, investment, and other matters relevant to the Company's operations.
- Identify potential regulatory and administrative risks at an early stage and provide practical recommendations to management.
3. Government Affairs & Regulatory Intelligence
- Monitor developments in regional government policy, administrative priorities, regulatory changes, and stakeholder dynamics.
- Provide management with timely intelligence and analysis regarding government policies, regulatory risks, and regional developments.
- Maintain an updated stakeholder map covering relevant provincial and regional government institutions and key decision-makers.
- Translate external developments into practical recommendations for management and relevant internal departments.
4. Project & Business Facilitation
- Facilitate effective communication between the Company and government authorities on matters related to permitting, environmental compliance, forestry, infrastructure, land access, transportation, investment, and project development.
- Support the resolution of external issues that may affect the Company's operations, project execution, and long-term development.
- Coordinate with Legal, Licensing, Environmental, Operations, Community Relations, and senior management to ensure alignment in external engagement.
5. Stakeholder Management
- Build and maintain constructive relationships with government authorities, community representatives, business stakeholders, and other relevant external parties.
- Support the Company in managing external risks and maintaining a professional, responsible, and sustainable reputation in North Maluku.
- Develop long-term institutional relationships rather than relying solely on transactional or individual-personal connections.
Requirements
- Bachelor's degree in Law, Public Administration, Political Science, Government Relations, Business, Engineering, Environmental Studies, Forestry, Mining, or a related discipline.
- Minimum 10 years of professional experience in Government Relations, Government Affairs, External Affairs, Regulatory Affairs, Licensing, Stakeholder Management, or a related field.
- Demonstrated experience engaging with provincial and/or regional government authorities in Indonesia.
- Strong understanding of Indonesian government structures, administrative processes, and regulatory coordination.
- Demonstrated experience in one or more of the following areas: PPKH / Forest Area Utilization Permit, forestry regulation, RKL-RPL / RKL-PL, AMDAL, environmental permitting, mining permits, land access, or other highly regulated project matters.
- Strong communication, negotiation, stakeholder-management, and relationship-building skills.
- Ability to operate strategically while also following through on complex regulatory and administrative matters.
- Willingness to be based in or regularly work from North Maluku and travel between Ternate and the project site as required.
