Program Background
KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.
KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):
- Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.
- Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.
- Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.
The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability equity and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.
KINETIK is supported by the Australian Government's Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
The GEDSI Manager supports the implementation and operationalisation of KINETIK's Gender Equality, Disability Equity and Social Inclusion (GEDSI) Strategy and community engagement approach across program and its delivery partners. This includes across initiatives in KINETIK's sectors (renewable energy, sustainable transport, and water and sanitation and waste management) and thematic focus areas (innovative financing, climate change and disaster resilience, digitalisation and automation, policy). An integrated approach to GEDSI and community engagement across KINETIK's policy work will be a focus, to promote GEDSI-transformative approaches, promote a locally led approach and build coalitions for sustainability.
Reporting to the Head of Gender Equality, Disability Equity and Social Inclusion (GEDSI) and Community Engagement and working closely with the Community Engagement Lead in the GEDSI Team, the role provides technical advice, coordination, and implementation support to technical teams and delivery partners to ensure GEDSI, safeguarding, accessibility, community engagement, and locally led development principles are embedded across KINETIK's sector, thematic priorities, partnerships and operations.
The role supports the delivery of a GEDSI twin-track approach towards sustained impactful change. This includes supporting the design and delivery of targeted initiatives, and supporting the mainstreaming of GEDSI and community engagement across the entire KINETIK Partnership, including for all delivery partners and APS partners. The Manager works collaboratively across KINETIK teams to ensure considerations of gender equality, disability equity, and social inclusion are systematically embedded across policy engagement, partnerships, financing approaches, project preparation, infrastructure delivery, performance management, and operations. The role helps to ensure that people (including women, people with disabilities, and marginalised groups) are more genuinely involved in climate resilient development, including the infrastructure life-cycle and financial markets. The role supports the strengthening of internal KINETIK and delivery partner capabilities through the development and application of practical tools, methodologies, and learning processes and provides quality assurance to the GEDSI and community engagement aspects of activity implementation to strengthen internal capabilities. This also includes periodic review and refinement of operational aspects to ensure KINETIK's ways of working and operational support is inclusive and accessible.
The GEDSI Manager supports engagement with Indonesian government counterparts, development partners, civil society organisations, representative organisations of women, Organisations of Persons with Disabilities (OPDs), community organisations, and delivery partners to strengthen inclusive participation, institutional capability, and sustainable approaches to inclusion and community engagement.
The GEDSI Manager contributes to monitoring, learning, and reporting, and supports compliance with risk management processes, particularly related to DT Global and DFAT policies related to the Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH), safeguarding and child protection.

About You
Essential Experience and Knowledge
- Degree in gender studies, disability studies, social development, international development, sociology, anthropology, public policy, community development, or a related field; postgraduate qualification preferred. Equivalent combination of qualifications and relevant professional experience may be considered.
- Minimum 7 years of experience in gender equality, disability inclusion, social inclusion, community engagement, social development, safeguarding, or related fields, including experience implementing inclusion initiatives within complex programs or organisations.
- Demonstrated experience integrating GEDSI principles into development programs, public policy initiatives, infrastructure, climate, financing, governance, or institutional strengthening activities.
- Demonstrated experience developing and applying practical tools, methodologies, assessments, guidance materials, or systems to support GEDSI implementation, quality assurance, and organisational learning.
- Strong track record of engaging with Government of Indonesia institutions, development partners, civil society organisations, representative organisations of women and people with disabilities, community organisations, or similar stakeholders on inclusion-related initiatives.
- Strong understanding of gender equality, disability inclusion, social inclusion, accessibility, safeguarding, community engagement, and locally led development principles and approaches.
- Excellent communication, facilitation, and relationship management skills, including demonstrated ability to coordinate across multidisciplinary teams and influence inclusion outcomes within complex organisational structures and partnership arrangements.
Desirable
- Experience with DFAT-funded programs or similar donor-funded development initiatives.
- Experience working in infrastructure, climate change, sustainable development, innovative financing, or public policy programs.
- Experience supporting delivery partners, consortium arrangements, or community engagement providers.
- Established networks with civil society organisations, disability organisations, women's organisations, community groups, or social development practitioners.
