OVERVIEW
We are seeking an experienced HSE Manager responsible for establishing, implementing, and maintaining the safety management system across the entire Data Center construction programme in Indonesia. This role ensures that all construction activities are carried out safely, in compliance with Indonesian HSE regulations and international best practices, and that a proactive safety culture is embedded across all contractors and site personnel.
KEY RESPONSIBILITIES
- Develop, implement, and maintain the project HSE Management Plan and site-specific safety procedures.
- Lead HSE inductions, toolbox talks, and safety training programmes for all site personnel.
- Conduct regular site safety audits, inspections, and HSE performance reviews.
- Investigate incidents, near-misses, and unsafe acts; implement corrective actions and lessons learned.
- Review and approve contractor HSE plans, method statements, and risk assessments.
- Maintain HSE statistics, produce weekly/monthly safety reports, and present to the Programme Director.
- Ensure compliance with Indonesian HSE legislation (K3) and relevant international standards.
- Coordinate emergency response planning and crisis management procedures for the site.
- Manage environmental compliance activities including waste management and noise/dust control.
- Serve as the primary point of contact with Indonesian government HSE authorities and labour inspectors.
REQUIREMENTS & QUALIFICATIONS
- Minimum 10 years in HSE management on large construction projects.
- Certified HSE professional: NEBOSH IGC, IOSH, AK3 Umum (Indonesian K3 certification), or equivalent.
- Thorough knowledge of Indonesian HSE law (Undang-Undang K3, SMK3 PP 50/2012) and international standards (ISO 45001, ISO 14001).
- Proven track record of implementing behavioural safety programmes and reducing LTI rates on major projects.
- Experience managing HSE compliance across multiple contractors and subcontractors simultaneously.
- Strong leadership and influencing skills; ability to enforce safety standards without compromising relationships.
- Degree in Occupational Health & Safety, Engineering, or related field.
- Proficient in English and Bahasa Indonesia.
- Data Center or critical infrastructure construction experience is advantageous.
