The Tanoto Foundation is seeking a highly skilled and strategic ECED Specialist to join the Early Childhood Education and Development programme. This pivotal role is dedicated to elevating the quality of our urban and rural parenting centres, ensuring that every child, in particular 0-3yo child receives care and education rooted in Developmentally Appropriate Practices (DAP).
As the ECED Specialist, you will bridge the gap between high-level strategy and ground-level implementation. You will be responsible for the quality assurance of our centres, evidence-based innovation building, strategic professional development of our cadres, and fostering partnerships with academic institutions and government bodies to create a sustainable, world-class ECED ecosystem.
Since 2019, Tanoto Foundation runs Rumah Anak SIGAP Program, a centre-based, community-based, early childhood intervention initiative to promote a sustainable and affordable early stimulation or parenting services for 0-3 yo child, by optimizing local modalities. Currently the Program is shifting from pilot stage to serve as Center of Excellence and simultaneously is mandated to scale for larger outreach. The ECED specialist is also expected to materialize the above mission by building credibility from:
- track record of program impact and deep understanding of local context to scale effective solutions in proven child development model
- ability to support policy dialogue by translating the programmatic impact and evidence to program development and policy discussion
Key Responsibilities
1. Quality Assurance & Program Standards
- DAP Alignment: Oversee the implementation of Developmentally Appropriate Practices across all Rumah Anak SIGAP centres, ensuring curricula and interactions are age-appropriate and evidence-based.
- Quality Monitoring: Design and implement robust quality assurance frameworks to evaluate centre performance in both urban and rural contexts.
- Continuous Improvement: Conduct benchmarking, site observation and audits to identify gaps in service delivery and provide actionable recommendations for centre supervisors and cadres.
2. Strategic Program Development
- Cadre Empowerment: Design a comprehensive professional development roadmap for community cadres, focusing on pedagogical skills, parenting and early stimulation practices, child development tracking, and caregiver engagement.
- Strategic Partnerships: Collaborate with universities, research institutions and/or other development agencies to, among others,integrate the latest ECED theories into practical parenting modules for children at 0-3yo, evaluate and amplify impact to catalyze more resource and sustainability
- Government Engagement: Work closely with relevant government agencies to align program strategy with government priority and to promote affordable quality parenting and early stimulation for families with 0-3yo child at scale
- Technical Advisory: Serve as the internal subject matter expert on child development, providing guidance on health, nutrition, and early stimulation integration.
Candidate Requirements
Education & Experience
- Advanced Degree: Master's degree in Early Childhood Education, Child Development, Psychology, or a related field in Social Sciences from reputable universities.
- Sector Expertise: Minimum of 5 years of experience in the ECED sector, with a proven track record in large scale program management or quality assurance.
- Policy & Standards: Deep understanding of Indonesia's ECED landscape, including national standards and global best practices in social development
- Research Experience: Mastery in collaborating with research institutes and evaluation partners to design research based project to build evidence based innovation
Technical Competencies
- Pedagogical Mastery: Advanced knowledge of Developmentally Appropriate Practices (DAP) and various early learning frameworks.
- Training Design: Demonstrated ability to create training curricula for adult learners, particularly for community-based frontline workers.
- Analytical Skills: Proficiency in data-driven decision-making and using monitoring tools to assess educational quality.
Soft Skills & Leadership
- Stakeholder Management: Exceptional ability to navigate relationships with government officials, academics, and community leaders.
- Adaptability: Comfort working in a fast-paced environment and traveling to diverse field locations.
- Communication: Strong command of Indonesian and English (both written and verbal) for high-level reporting and international collaboration.
