About the Role
This is a newly created opportunity to join Esri Indonesia as a Donor and Aid Specialist, playing a critical role in shaping our public sector growth strategy through donor-funded and development-financed programs.
In this position, you will be responsible for identifying, qualifying and advancing opportunities that emerge from multilateral development banks, bilateral aid agencies, and international development partners. You will operate at the intersection of donor organisations, government stakeholders and internal business teams, transforming early-stage intelligence into tangible business opportunities.
Acting as a strategic connector, you will engage with organisations such as development finance institutions, government implementing agencies and ecosystem partners early in the project lifecycle to position Esri Indonesia's geospatial (GIS) capabilities effectively.
Key aspects of the role include:
1. Donor & Development Partner Engagement
- Build and maintain relationships with multilateral and bilateral funding organisations (e.g. development banks, aid agencies, NGOs)
- Participate in donor briefings, workshops, and stakeholder consultations to remain close to funding priorities and pipelines
2. Opportunity Identification & Pipeline Development
- Identify and qualify donor-funded opportunities aligned to government priorities and Esri's solutions
- Gather early-stage project intelligence, including funding allocations, timelines, procurement approaches, and key stakeholders
3. Government & Stakeholder Mapping
- Map ministries, agencies, and organisations receiving donor funding
- Connect government project needs with available donor funding streams to create qualified opportunities
4. Market Intelligence & Strategic Positioning
- Assess opportunities based on strategic fit, commercial viability, and probability of success
- Provide recommendations on priority pursuits, partner strategies, and market entry approaches
5. Partnership & Consortium Development
- Build relationships with consulting firms, system integrators, NGOs, and implementation partners
- Support consortium formation and early positioning for major donor-funded projects
6. Pipeline Visibility & Reporting
- Maintain visibility of the donor-funded pipeline using CRM tools (e.g. Salesforce)
- Provide structured reporting on opportunities, engagement activities, and strategic recommendations
Importantly, this role is not responsible for closing deals, but for originating and qualifying high-quality opportunities and enabling internal teams to successfully pursue them.
About You
We are seeking a commercially minded professional with strong exposure to donor-funded programs and development finance ecosystems, who can translate relationships and insight into actionable business outcomes.
You will bring:
Relevant Experience
- Experience working on donor-funded or development-financed projects (essential)
- Background in donor relations, government relations, development finance, public sector consulting or business development
- Typically 3–5+ years experience in relevant roles
Donor & Development Expertise
- Strong understanding of donor ecosystems, funding mechanisms, and project cycles
- Familiarity with procurement processes used by multilateral development banks and aid agencies is advantageous
Network & Relationship Capability
- An established network within the donor and development finance community
- Proven ability to build relationships with international stakeholders and government agencies
Commercial & Analytical Strength
- Ability to assess opportunities based on strategic fit, funding availability, and likelihood of success
- Strong research, analytical, and problem-solving capabilities

Other Requirements
- Bachelor's degree in a relevant field (e.g. International Relations, Economics, Development Studies, Business, Engineering, GIS or similar)
- Fluency in English; additional languages are advantageous
- Experience working in international environments or with global stakeholders is highly valued
