Job Description

Job Purpose: Manage all cost and contractual aspects of civil construction projects, from tendering through to final account.

Key Responsibilities:

  • Prepare Bills of Quantities (BOQ), cost estimates, and budgets from drawings and specifications
  • Measure work done on site and prepare interim payment certificates/valuations
  • Review and evaluate contractor/subcontractor claims, variations, and change orders
  • Prepare and negotiate final accounts with clients and subcontractors
  • Conduct cost analysis, value engineering, and cost control throughout project lifecycle
  • Prepare tender documents, evaluate bids, and assist in contractor selection
  • Monitor project costs against budget and report variances to management
  • Ensure compliance with contract terms (e.g., FIDIC, PWD Form, JKR conditions)
  • Coordinate with site engineers, project managers, and procurement teams
  • Maintain proper documentation for claims, disputes, and arbitration if needed
  • Track material and labor costs, and forecast cash flow

Requirements:

  • Degree/Diploma in Quantity Surveying, Civil Engineering, or related field
  • Experience in civil/infrastructure projects (roads, bridges, buildings, utilities)
  • Proficient in measurement/take-off, BOQ preparation, and cost software (e.g., AutoCAD, MS Excel)
  • Strong understanding of construction contracts and standard forms
  • Good negotiation, analytical, and communication skills
  • Willing to be placed in Pangkalan Kerinci, Riau
