Job Purpose: Manage all cost and contractual aspects of civil construction projects, from tendering through to final account.
Key Responsibilities:
- Prepare Bills of Quantities (BOQ), cost estimates, and budgets from drawings and specifications
- Measure work done on site and prepare interim payment certificates/valuations
- Review and evaluate contractor/subcontractor claims, variations, and change orders
- Prepare and negotiate final accounts with clients and subcontractors
- Conduct cost analysis, value engineering, and cost control throughout project lifecycle
- Prepare tender documents, evaluate bids, and assist in contractor selection
- Monitor project costs against budget and report variances to management
- Ensure compliance with contract terms (e.g., FIDIC, PWD Form, JKR conditions)
- Coordinate with site engineers, project managers, and procurement teams
- Maintain proper documentation for claims, disputes, and arbitration if needed
- Track material and labor costs, and forecast cash flow
Requirements:
- Degree/Diploma in Quantity Surveying, Civil Engineering, or related field
- Experience in civil/infrastructure projects (roads, bridges, buildings, utilities)
- Proficient in measurement/take-off, BOQ preparation, and cost software (e.g., AutoCAD, MS Excel)
- Strong understanding of construction contracts and standard forms
- Good negotiation, analytical, and communication skills
- Willing to be placed in Pangkalan Kerinci, Riau
