Job Description

This position reports to the Head of Investigations & Law Enforcement Development (ILED), Yayasan Integritas Justitia Madani Indonesia (IJMI).

The position will preferably be based in Jakarta / Pontianak, West Kalimantan / Kupang, East Nusa Tenggara (NTT), as an alternative duty station depending on programme priorities and operational needs. The role requires extensive travel across IJMI's priority operational areas, expected to represent approximately 50% of working time.

This role requires a highly proactive, versatile and hands-on investigation and law-enforcement professional who is comfortable independently developing and progressing cases. The successful candidate should be able to move between field investigations, information development, proactive online investigations, law-enforcement engagement, evidence development and partner support, while working effectively in a fast-paced and evolving operational environment.

Who We Are

IJM is a global organization working toward the protection of the most vulnerable people from violence. IJM is setting its new project in Indonesia that will be implemented through the local foundation, Yayasan Integritas Justitia Madani Indonesia (Foundation). The Foundation has legally established and starting up its operations fully in alignment to the Foundation's strategy to 2030 and set-up its key activities plan for the Fiscal Year Ending in 2027.

In supporting the Foundation to deliver its implementation for the FYE2027, in particular on the caseworks of FLS cases in Indonesia, the Foundation is hiring a consultant of Casework Specialist, Indonesia to support in ensuring the Foundation to achieve its objectives for this year.

Responsibilities

Independently evaluate and strengthen active investigations by reviewing case information, identifying evidential and operational gaps, developing investigative hypotheses and recommending practical actions to improve investigation quality and case progression.
Conduct and support investigative and informations activities, including field inquiries, victim and witness interviews, OSINT, evidence review, link analysis, information development and preparation of investigation plans, informations summaries and operational briefings.
Conduct proactive investigations and online informations development through Facebook, TikTok and other relevant digital platforms. Identify recruitment networks, recruiters, facilitators, potential victims and other persons or entities of investigative interest, and where appropriate and authorised, conduct discreet online engagement to develop actionable investigative information in accordance with legal, ethical, safeguarding and operational-security requirements.
Develop and maintain trusted operational information channels involving law-enforcement officers, implementing partners, survivor networks, community focal points and other reliable information sources. Assess source credibility, corroborate information and convert information into actionable investigative leads and potential new cases.
Build and sustain strong operational relationships with law-enforcement agencies and serve as a key operational link between IJMI, implementing partners and subnational law-enforcement authorities. Maintain regular engagement with investigators from Polda, Polres and other relevant institutions, facilitate the referral and development of cases identified by implementing partners, coordinate case conferences and investigation planning, and ensure continuous follow-up on agreed investigative actions through the progression of each case.
Strengthen operational coordination and information-sharing between implementing partners, trusted community actors and law-enforcement agencies at the subnational level. Support implementing partners to assess and develop information received from communities or potential victims, identify evidential gaps, prepare cases for referral, and facilitate appropriate engagement with police so that credible information can be converted into actionable investigations.
Provide field-based operational support to investigations and law-enforcement activities, including verification visits, investigative interviews, information development, operational planning and support to rescue or law-enforcement interventions where appropriate. Maintain a strong operational presence in assigned priority areas and identify opportunities for further investigation through regular field engagement.
Provide practical mentoring, training and technical support to law-enforcement agencies and implementing partners during active investigations. Support evidence preservation, investigative interviewing, police reporting, case documentation and the development of stronger investigative approaches.
Support and guide the appropriate use of investigative tools, technical equipment, analytical systems and software applications by law-enforcement agencies and implementing partners where relevant, and recommend appropriate tools or methodologies based on identified investigative needs.
Identify and recommend improvements to investigative processes, tools, partnerships and coordination arrangements that strengthen operational impact. Monitor emerging trafficking and forced-labour trends, independently identify investigative opportunities and potential new cases, capture operational learning and provide regular case updates, informations assessments and recommendations to the Head of ILED.

This retains the IJM Specialist functions of evaluating needs, guiding investigative tools, supervising training, improving investigative processes and coordinating stakeholder engagement, while applying them to the more operational and autonomous provincial role defined in your original JD.

Education And Experience

Bachelor's degree in Law, Criminology, Criminal Justice, Social Sciences or another relevant discipline.
Minimum six years of relevant experience in criminal investigations, investigative informations, law enforcement, prosecution or another operational investigative function.
Ability to live and work independently in a provincial duty station and travel extensively throughout Indonesia (at least 50%) : Demonstrated energy, resilience and flexibility to maintain a high level of operational effectiveness during frequent travel and field deployments.
Demonstrated ability to independently manage, support and progress complex investigations with limited day-to-day supervision.
Strong experience in evidence development, investigative planning, information assessment and identification of evidential and operational gaps.
Demonstrated experience conducting investigative interviews with victims, witnesses or other persons relevant to criminal investigations.
Experience conducting field investigations, OSINT link analysis and preparation of investigative or informations products.
Strong ability to assess source credibility, reconcile conflicting information and develop evidence-based investigative hypotheses and recommendations.
Strong understanding of criminal-investigation processes, police procedures, evidence requirements and the progression of cases through the criminal-justice system.
Proven ability to build and sustain trusted operational relationships with law-enforcement agencies, government stakeholders and external partners.
Demonstrated ability to work effectively across multidisciplinary casework teams, including investigations, legal, survivor services and programme functions, while maintaining clear operational priorities.
Demonstrated experience advising, training or mentoring police investigators, implementing partners or multidisciplinary casework teams.
Ability to independently identify investigative opportunities, operational risks and appropriate courses of action rather than waiting for detailed instructions.
Strong analytical, interviewing, communication, facilitation and report-writing skills.
Ability to manage several active investigations, law-enforcement relationships and operational priorities simultaneously.
High integrity, discretion and sound professional judgement when handling sensitive investigations and confidential information.
Experience in trafficking in persons, forced labour, migrant-worker exploitation or organised crime investigations is highly desirable.
